The vendor is required to provide from qualified and experienced companies to provide recruitment advertising services
- The following is a list of service requirements the company must provide department during the recruitment campaign:
- Strategic advisement:
• Companies shall become familiar with existing themes and concepts, and incorporate them in the development and creation of the recruitment campaign.
• Companies shall assist department to fully develop branding themes to create a uniform “look and feel” to various products.
- Creative development, direction and advisement:
• Companies shall periodically meet and collaborate with department to develop the concepts for the recruitment campaigns.
• They shall provide all required creative artwork, design, copies, scripts, storyboards, and posters to be used in the campaigns.
• Companies shall submit draft plans at these meetings for department review.
• Companies shall provide strategic direction and management for photography and video sessions, as well as related to recruitment efforts.
- Social media messaging and creative development and direction:
• Companies shall provide all required messages, design, scripts and other recruitment tools for a social media campaign.
• The creation of all materials shall be performed in a timely manner to provide for completion within
anticipated campaign deadlines.
• Companies shall provide proofs of all social media messaging for review and approval by the department.
• An organic social media calendar and messaging relative to recruitment must be developed and managed monthly.
- Monthly newsletter development and management:
• Companies shall develop monthly content that is pertinent to potential new recruits and lateral transfers.
• All content will require department approval prior to distribution of content to prospects.
- Website management and advisement:
• Companies shall manage, maintain and advise on the existing website, with the capability to incorporate additional pages into the existing structure of the site.
• The current website, charlottepolicejobs.org, operates as an established WordPress platform.
• The organization is committed to creating a robust and user-friendly resource for prospective candidates seeking information regarding the department's employment opportunities.
• This website functions as a highly interactive web portal, delivering essential information to individuals interested in joining the department.
- Media buying expertise:
• Companies are required to place advertisements across various media platforms, including but not limited to print, radio, television, the internet, billboards, and posters on charlotte area transit system (cats) buses and light rail.
• Organizations shall identify, establish contact with, and negotiate terms with suitable media vendors to secure the most competitive advertising rates.
• Furthermore, companies shall be responsible for ensuring timely payments to these vendors for all advertising services rendered.
- Ad development and direction:
• Companies are required to provide all necessary creative services, including artwork design, advertising copy, narration scripts, storyboards, posters, and other materials to be utilized in marketing campaigns.
• This encompasses, but is not limited to, dioramas, promotional events, banners, table covers, print
advertisements, radio and television promotions, display advertisements, AdWords, and
additional collateral recruitment tools.
• The development of these resources must be executed in a timely manner to ensure completion aligns with the anticipated deadlines of the campaigns.
• Companies must also supply all proofs for department to review and approve.
• Additionally, solutions must be devised to address the new restrictions on third-party cookies to facilitate data access and reporting of results.
- Photo and video production development and advisement:
• Companies shall provide all related supplies and abilities for video production, such as cameras, tapes, scripts, and the skilled individuals for operation of such productions. - Provide monthly reporting to share results, including the following:
• Month-to-month comparison of the outcomes and effectiveness of the different campaigns performed each month;
• Recommendations on areas to improve upon, or how to proceed in the future.
• For example, if a media buy with a search campaign is performing better than a social media advertising campaign, a recommendation should be made to shift funds accordingly to the higher and better performing advertising platform.
