RFP Description

The Vendor is required to provide the county with an operationally proven commercial off-the-shelf (COTS) risk management and training (RMT) case management system (solution).
- The Department desires a new web-based case management Solution, which provides the core business functions of case initiation, approval and review, and archiving.
- Provide an operationally – proven, existing RMT Solution that includes all necessary software, interfaces, ad-hoc reports, maintenance, and training.
- System include:
• The solution allows for initial incident entry by users involved in the incident.
• The solution allows for additionally involved users to contribute to a case file.
• The solution allows user selected routing to approvers (individual or role groups) and validates on a set of department business process rules (i.e. ensures selected employee is of a required minimum rank and/or unit).
• The solution allows for multiple layers of approval with the ability to collect additional information at each level. (e.g., each approver reviews the submitted information and completes an evaluation before rejecting or accepting and sending to the next step).
• The solution allows authorized users to view applicable cases and records based on user roles.
• The solution is capable of having different configurable routing requirements for each module including backwards routing for corrections and revisions
• The solution assigns a unique id to each user via active directory.
• The solution includes a reporting feature that validates with required business rules.
• The solution allows authorized users the ability to audit a case or record.
• The solution allows authorized users to document their audit findings within the system.
• The solution allows for a history of changes to be maintained in a log.
• The solution records all user actions.
• The solution includes a reporting feature to run compliance results for each module type.
• The solution includes reminders/timers which alerts users of the upcoming due dates.
• The solution alerts the department’s system administrators and supervisors of problematic cases (e.g., overdue, missing information, etc.).
• The solution provides configurable notifications to different groups and/or individuals at any point in a workflow.
• The solution supports an inactivity timeout and logs the user off automatically.
• The solution allows system administrators to define user roles which determine available features and functionality.
• The solution restricts functionality access to authorized users.
• The solution supports single sign on (SSO).
• The solution is criminal justice information system (CJIS) compliant
• The solution’s web pages/sites use secure sockets layer (SSL) protocol for all points of access.
• The solution must not use open source code.
• The solution must be active directory federation services (ADFS) compliant.
