RFP Description

The vendor is required to provide broker of record to represent, market, and service the property and casualty insurance needs of the county, which may include but are not limited to the following:
• Property (including flood)
• Crime and fidelity
• Boiler machinery
• Watercraft hull only
• Storage tanks 3rd party liability
• Public officials/employment practices liability
• Excess workers’ compensation
• General liability
• Builders risk
• Cyber and technology
• Miscellaneous specialty coverages, as necessary  - The proposer shall facilitate the procurement of insurance and provide insurance-related services as determined by the county, as they are related to the county’s operations.
- These services may include procuring agreements with third party vendors, auditors, appraisers, and others to support the county risk, safety, and insurance programs.
- Working with county safety & risk management staff, the proposer will perform the following services:
• Design, market, and implement the broadest insurance program that adequately and economically protects county and designated parties.
• Be available for planning, review, presentations, and implementation meetings.
• Represent the county in all negotiations with insurers, underwriters, insurance regulatory authorities, and other parties (except in legal issues where legal counsel is more appropriate representation).
• In consultation with the safety and risk management staff of county, evaluate the risks county is exposed to and recommend risk retention, transfer, and finance strategies to best minimize these risks.
• Submit originals of policies and endorsements to the county within 60 days of policy binding.
• Provide catastrophe claims unit advocate and forensic accounting services if the need arises.
• Coordinate with the county to ensure that up-to-date exposure data and schedules are used to purchase policies.
• Serve as a resource for information on coverage issues, policy interpretation, claims issues, potential exposures, and other issues.
• Prepare insurance certificates and endorsements for appropriate parties.
• Continually monitor and assess current market conditions to facilitate advisement on legal, rate, and coverage changes for all lines of insurance to provide savings opportunities to the county.
• Assure that insurance policies are placed with reputable insurers, eligible to do business in the state, who meet the financial stability requirements of the county.
• Ensure the availability of qualified personnel for consultations and conferences with county officials, counsel, and staff and for public meetings on an as-needed basis.
• As requested, provide risk management evaluation, training, and education relative to loss control, contractual risk transfer, insurance, and related topics.
• Prepare an executive summary of the various lines of insurance coverage on an annual basis and upon request
• Provide an annual report to the county on the services provided, sources of revenue, proposed changes, and historic comparison of premiums.
• Assist the county in filing claims with insurers and excess insurers from whom the county has purchased policies.
• Perform other insurance agent and broker services as necessary.
