RFP Description

The vendor is required to provide that ROW and land surveying services and mapping, real property valuation and right-of-way acquisition services.
- Land surveying services:
1. Statute requirements:
• Requirements regarding easement/property descriptions, a professional land surveyor must establish a basis of bearings statement based upon located property corner monumentation in the field.
• A minimal field effort is necessary to recover and identify property corner or public land survey system monumentation for the basis of bearings.
2. Design/topographic survey:
• The consultant shall perform a design/topographic survey at each corner to include the location of curb, gutter, sidewalk, fire hydrants, power poles, signs and lines of occupation.
• The survey shall extend 50-feet in both directions of the intersection corner
3. Base mapping:
• The consultant shall create the necessary base mapping of the subdivision(s) showing the subdivision boundaries, lot lines and right of way within the project limits.
• The base mapping shall be tied to the found property or section corner monumentation, for all the pertinent intersection corners requiring legal descriptions.
• The consultant shall secure all available data to aid with this task
• The consultant shall produce linework from the design/topographic survey.
4. Legal description composition:
• The consultant shall compose a legal description and prepare an accompanying exhibit map of each property acquisition needed.
• The legal description will be prepared by a state licensed professional land surveyor.
• The legal description and exhibit map will be reviewed by the county and the consultant will make any corrections or modifications, as necessary.
• Egal description will be included with acquisition documents prepared by the county.
• include a signed and stamped legal description and exhibit map of each property as prepared by the professional land surveyor.
- Acquisition services
• The specialist shall understand the general scope of the project, keep the county project manager advised of the status of the acquisitions, perform title research of each parcel to confirm ownership and obtain current vesting deed, prepare and present all required notices and correspondences to the property owners along with all county approved contract documents, advise the county project manager of the appraised value and any counter offers presented by the property owner, review all closing documents for accuracy and coordinate the closing, and perform all other miscellaneous related duties required for the acquisitions, prepare waiver valuation for property interests under $5,000.
• In effort to help determine the improvements impacted by the project, the county suggests waiting for the preparation of a preliminary version of the curb ramp.
• The use of pictures and aerial photographs will be a benefit for the valuation process.
• The acquisition specialist shall represent the interests of county along with county staff in all negotiations and keep a written log on all the negotiations
• To minimize the acquisition period, the county will be utilizing an acquisition incentive program.
• The details and values of the program will be discussed with the consultant at the kick-off meeting.
• If landowners signed the purchase agreement in the offer packet within thirty (30) days of the date the offer was presented to them, they received the incentive payment
- Valuation services
• County expects the fair market value of each parcel acquired will be under $5,000.
• the consultant shall prepare a waiver valuation for each property requiring acquisition of property rights.
• The waiver valuation must provide a full explanation of the consultant’s reasoning, analysis and evidence of value, so that a reviewer can follow the consultant’s analysis and understand how valuation conclusions were reached.
• All waiver valuations shall be reviewed and approved by county prior to negotiations with the owners.
