RFP Description

The vendor is required to provide web-based learning management system (LMS) with safety focused computer-based training (CBT) modules capable of assigning and tracking the status of training for each user.
- The web-based program must allow for site administrators to develop their own training material and add it to the local course library.
- The solution must be able to encrypt all web access (https).
- The solution should allow users to have multiple roles (such as administrator, supervisor, or staff) without requiring multiple login accounts.
- The number of users will vary greatly; at implementation the number of users will be approximately 500 and could increase over time to approximately 5,000.
- The solution’s web interface should work with chrome, Firefox, safari, edge, and/or IE browsers.
- The solution must provide system requirements to operate contractor’s web-based LMS.
- The solution must be web-based and housed on contractor's network and provided without the need for user/individual licensing agreements.
- The contractor shall provide customized training to improve skills and team collaboration.
- The offeror shall describe how the solution will be deployed including project schedule, timelines, tasks, and dates. include any tasks (if any) that must be performed on the university’s systems or devices (such as network configuration and/or third-party solution integration) and any support needed from the universities’ staff during configuration with an estimated number of hours.
- The offeror shall describe workflows, ease of use and administration, scalability, ease of upgrades, and how training modules are automatically emailed to users.
- The offeror shall describe how the training modules for its solution will remain up to date, accurate, and engaging, with the ability to be tracked by universities.
- The offeror shall describe it resources needed by universities.
- The offeror shall describe its customer support including, but not limited to: dedicated account manager or general support line, hours of customer and technical support, and typical response time.
- The offeror shall submit its plan for handling any data breaches.
- The offeror shall submit its VPAT, HECVAT, and soc2; the offeror shall provide proof of compliance with state security policies.
- The offeror shall provide proof of compliance with ferpa.
- The offeror shall provide a description of security controls in the hosted server and database environment, including physical security, updates, backup and restore procedures, uptime requirements, and monitoring.
- The offeror shall describe the data center environment, including any data center certification it may have (SSAE 16, etc.).
- Budget: $1.7 billion
- Contract Period/Term: 1 year
