RFP Description

The Vendor is required to provide advancing its safety management system (SMS) to comply with regulatory requirements and enhance safety operations.
- The primary objective of this initiative is to enhance the agency SMS through the following focus areas:
1. Safety Risk Management (SRM) enhancement.
2. Safety assurance activities.
3. SMS implementation support.
4. Safety policy development.
5. Safety promotion and culture building
- Safety Risk Management (SRM) Enhancement
• Collaborate in-person with SRM team members to identify hazards and conduct SRM workshops.
• Train SRM team members to:
• Identify hazards.
• Facilitate and document SRM workshops.
• Initiate the safety assurance process.
• Support safety certifications through analysis, documentation, and training.
• Enhance accident investigation processes by developing and delivering training programs and improving procedures.
• Strengthen hazard identification, reporting, and risk management processes for continuous improvement.
• Provide expertise for Safety Certification processes related to ongoing and upcoming capital projects.
- Safety Assurance Activities
• Analyze and classify safety database entries, including hazards, investigations, inspections, and audits from 2021 to present, using updated FTA hazard types, HFACS classifications, and SDMS modifications.
• Support risk mitigation activities, including:
• Developing and refining the Risk Mitigation Monitoring Plan.
• Supporting data collection and mitigation validation efforts.
• Organizing and facilitating SRM workshops.
• Develop and deliver targeted training on SDMS modules covering risk tiers, hazard classification, and causal factors as outlined in SMI 23-10-2R.
• Provide SDMS training to relevant personnel to enhance understanding and implementation.
• Identify trends and areas of concern in safety plan implementation and recommend strategies to achieve MBTA safety performance targets.
• Conduct audits and inspections of facilities, stations, and infrastructure to ensure compliance with standards, regulations, and best practices.
• Perform inspections at job and incident sites to identify and address safety hazards.
• Monitor local safety committees to ensure compliance with 49 CFR 673 requirements.
- SMS Implementation Support
• Assist in implementing and advancing SMS actions outlined in the SMS Implementation Plan to achieve full maturity.
• Develop standard operating procedures and written instructions as directed.
• Validate Safety Management System Implementation Plan actions to ensure effectiveness and compliance.
• Collaborate with agency Safety staff to develop SMS-related deliverables.
• Provide guidance on SMS safety programs, including training and procedural improvements.
• Analyze regulatory updates and provide insights on proposed regulations and revisions related to SMS.
• Facilitate best practice discussions with external transit and regulatory agencies.
- Safety Policy Development
• Review and update the agency Safety Policy under the direction of the Director of SMS and Safety Assurance.
