RFP Description

The Vendor is required to provide data transfers, train and maintain a software system as a short-term rental management software (STRMS) solution in accordance with the services.
- The City currently has twelve (12) staff members managing the current short-term rental registration and inspection process.
- The City is a popular tourist destination with over 10,000 rental units.
- Specifications and Functionality:
• Online short-term rental registration for end users.
• Compliance monitoring:
a. Monitor properties for compliance with local laws and regulations.
b. Provide tools to track and enforce non-compliance, including processing of fines and penalties.
• Dynamically identify potential properties in non-compliance.
• Property/address identification.
• Rental activity monitoring and tax support.
• Application tracking.
• Scheduling services for inspections.
• Tracking annual inspections and review.
• ADA compliant.
• Data migration and conversion.
• Reporting and analytics:
a. Generate reports on rental activities, compliance status, revenue, and more.
b. Support ad hoc reporting and data export capabilities.
• Communication portal and tools:
a. Facilitate communication between the city, property owners, and renters.
b. Provide automated notifications for license renewals, inspections, and violations.
• Integration capabilities:
a. Ability to integrate with existing city systems (e.g., GIS (ESRI), Laserfiche, etc.).
b. APIS for seamless data exchange with third-party applications.
• SaaS-based system.
• SSO authentication with MS azure.
• Metric reporting- traffic analysis reporting.
• Usability, stress, and load tested to support influx of users.
• Website transmission security- secured with SSL encryption.
• Multiple redundant backups for transparent downtime recovery.
• Ability to be viewed on tablets, smart phones and mobile devices.
• ADA compliant.
• The proposer’s software must provide end-users with the ability to edit and save their own search parameters.
• Ability to enter notes and export case history.
• Ability to search by address, parcel id number or, owner information.
• The proposer’s software must be able to place warnings, holds and restrictions on a record.
• User access and security:
1. Provide role-based access controls.
2. Ensure data security and compliance with relevant privacy laws.
3. Provide concurrent access and licensing for at least 20 users.
• Ability to provide advanced reporting, to include reports and exports of financial transactions.
