The vendor is required to provide a comprehensive market feasibility assessment ahead of the redevelopment of the state.
- The assessment will evaluate market conditions, identify viable mixed-use spaces.
- Include the site’s current economic void, its environmental and structural condition, and the need for targeted investments to attract private developers and tenants.
- Provide a roadmap to guide decision-making, attract investment, and maximize the site’s potential for long-term community benefit.
- Completing a land use and zoning analysis
• Preparing an analysis of as-of-right zoning and far calculation of the site and a survey of surrounding land uses and zoning;
• Preparing a summary table of pertinent zoning information not limited to height restrictions, open space requirements and far; and
• Survey historic, environmental, cultural and community resources to inform the planning process.
- Completing a site redevelopment feasibility survey
• Preparing a high level estimation of building remediation costs in aggregate and on a per square foot basis; including demolition of existing structures;
• Summary of needed infrastructure improvements for the site to facilitate redevelopment; and
• Flagging high-level site challenges the agency should be aware of should the facility be redeveloped.
- Creating conceptual redevelopment scenarios
• Creating at least three (3) possible redevelopment scenarios for the property in consultation with the agency, one of which must include a housing component.
• Providing a market study that supports proposed redevelopment scenarios;
• Surveying the market for uses identified in the three scenarios;
• Developing conceptual illustrations, site plans, and building mappings to illustrate each redevelopment scenario;
• Engage with local stakeholders and elected officials to provide input in potential redevelopment scenarios.
