RFP Description

The vendor is required to provide staffing and related services for include:
1. Executive search services
• Consult with member human resources representative to define needs.
• Search and place hard to recruit and critical, strategic, and/or executive positions on either a contingent fee or a retained fee basis.
• Recruiting and advertising for positions.
• Screen and assess potential candidates’ skills and suitability for a position.
• Furnish member-requested or standard ancillary services such as background, reference, employment eligibility, driver record checks, etc.
• Short-list and/or present candidates (per the member’s needs, either by resume or in person).
• Assist members and candidates with arranging interviews.
• Assist the member with questions about the candidate, and vice versa.
• Correspondence and communication with the candidate and client’s human resources department.
2. Staff placement services
• Consult with member human resources representative to define needs.
• Search and place staff positions based on a job description provided by a member.
• Recruit and advertise for positions.
• Screen and assess potential candidates’ skills and suitability for a position.
• Furnish member-requested or standard ancillary services such as background, reference, employment eligibility, driver record checks, etc.
• Short-list and/or present candidates (per the member’s needs, either by resume or in person).
• Assist members and candidates with arranging interviews.
• Assist the member with questions about the candidate, and vice versa.
• Correspondence and communication with the candidate and client’s human resources department.
3. Temporary and temp-to-hire
• Consult with member human resources representative to define needs.
• Arrange for and provide qualified temporary employees at a proposed rate for work at the direction of the client on an as-needed basis.
• Vendor shall have the sole responsibility to compensate its proposed temporary employees including all applicable payroll expenses, employer taxes, and worker’s compensation.
• Work (typically) from a detailed list of positions and corresponding pay rates (or pay ranges) for each position and an amount to cover overhead and profit.
• Screen, recruit, train (if required), and assure the temporary employee is able, qualified, and suitable for the specification (or job description) provided by member.
• Assure the temporary employee reports to work when scheduled and maintains a professional appearance and demeanor.
• Employees of the proposer shall be thoroughly trained and qualified, capable of performing the work assigned to them, and must be able to effectively communicate with the staff with whom they are assigned to work.
• Charge for hours worked and overtime when mutually agreed with the member.
• Assist the member to resolve any quality or communication problems with the employee.
• Document hours worked by the temporary employee.
• Invoice member in arrears on a weekly or bi-weekly basis unless otherwise agreed.
• Employees must be in possession of all valid licenses or certifications required by the member or state law to perform in the position for which they are proposed.
4. Workforce augmentation
• Collaborate with member departments to understand staffing needs for project-based or ongoing operational support.
• Provide qualified personnel to supplement the member's internal workforce on a temporary, project specific, or long-term basis.
• Ensure candidates are appropriately skilled and experienced for integration into existing teams and workflows.
• Offer flexible workforce models including full-time, part-time, on-site, remote, or hybrid arrangements.
• Maintain compliance with applicable employment laws and regulations for augmented personnel.
• Provide onboarding support and orientation for augmented staff as needed by the member.
• Replace augmented personnel promptly upon request due to performance, attendance, or fit issues.
• Monitor and evaluate performance of augmented personnel and provide reporting or feedback mechanisms upon request.
• Include all associated costs for workforce augmentation (pay, overhead, benefits, insurance, etc.) in rate proposals or cost structures.
5. Other related and value-added services
• Workplace management solutions
• Human resource consulting
• Recruitment process outsourcing
• Contingent workforce services
• IT services outsourcing.
