The Vendor is required to provide and perform staffing study consulting services for the county in compliance with all laws, ordinances, rules, and regulations applicable thereto.
- The analysis shall include comparisons with similar-situated counties in the states, especially those located in the state.

- Review and analyze staffing levels, staffing requirements by unit, and span of control and make recommendations for improvement.
• This analysis of operations includes gathering data, conducting interviews and/or focus groups, conducting an employee survey, and reviewing best professional practices through a literature review, and available alternatives and potential performance impacts from recommended challenges.
- Analyze the impact of anticipated growth on staffing levels and calls for service.
- Review the current workload data such as: calls for service, received and dispatched; the breakdown of calls for service by type, frequency, distribution and relative priority; alternatives to traditional police response; proactive activities; non-criminal service requests; response times; and mutual aid agreements.
- Consider enhancements that may be justified in the future in the event of additional staffing and/or modification to the organizational structure.
- Identify tasks that can be completed in a more efficient and/or economic method, such as using civilians, reassigning staff, or other options.
- Compare agency operations to best practices and identify s.w.o.t. (strengths, weaknesses, opportunities and threats).
- Must demonstrate a thorough understanding of state laws and their impact on law enforcement staffing models and operational requirements.
- Project agency attrition for the next five years based on historical data (taking into consideration the recent changes in compensation methods and amounts).
- Provide projections, inferences, or recommendations for managing the increased workload impact to other/support sections resulting from enhanced law enforcement operations.
- Provide report of final results complete with recommendations for both short and long term action and recommended performance measures to determine implementation success.
- Include recommendations based on continuation of current revenue and expenditure trends as well as scenarios with significant changes to available resources.
- Define the process and timeline anticipated for the project.
- Contract Period/Term: 3 years
