RFP Description

The vendor is required to provide technology transfer services.
- Commercial assessment of technology, development of marketing materials, direct marketing of technologies, and development of licensing comparable for negotiation support.
- Commercial Assessment
• Provide an assessment of the commercial potential of the technology, to assist agency in making an informed decision regarding the protection, commercial potential and marketing of its technologies.
• Commercial assessments will be tailored to fit agency unique needs, including topic outline (e.g. problem definition, value proposition, addressable market size, regulatory/payor reimbursement risk assessments) and document formatting.
• Supplier should utilize technical expertise combined with a variety of relevant publicly available and internal reports and data sources to develop this analysis as well as Supplier’s extensive network of subject matter experts and client list for best practices and market insight.
• Provide agency with written reports for each technology that includes the following sections: a brief technical analysis; verification/validation of market unmet need/problem definition, addressable market synopsis; competitive landscape; competitive advantage/value proposition; level of development of the agency technology vs. level needed for commercial interest (product development summary); POC list of potential commercialization partners; and conclusions.
- Development of Marketing Materials
• Assist agency in the drafting of a non-confidential marketing document for each technology deemed not to be pre-mature and have better than average commercial potential.
• The marketing document will present the technology in a “market-appropriate” fashion, generally to include the following information:
• Originating member
• Problem definition/unmet market need
• The technology and its potential benefit
• The research behind the technology
• Addressable market size
• IP status
• How to acquire rights to the technology
- Annual Onsite Marketing Training
• Training session onsite at the agency for personnel each year on the best practices for technology marketing.
• This training session will cover topics ranging from determining the audience (internal, community, potential licensees) to development of marketing materials to contacting desired audience.
- User Interface
- Browser Compatibility (if UI is browser-based)
• Offers must identify all platforms and browsers compatible with the proposed solution.
- Client (if UI is installed on local systems)
• Offerors must identify all operating systems/platforms compatible with the proposed solution.
• The solution should not require client-side Java but, if required, must be compatible with the then-current version of Java.
• The solution must not require unsupported client-side plugins (i.e., Microsoft Silverlight, Adobe Flash).
- Mobile Compatibility
• If a mobile application is part of the proposed solution, at minimum, it must be compatible with iOS and android.
- Virtual Desktop compatibility
• Offerors must identify if Virtual desktop configuration is possible and, if so, what virtual desktop configurations are compatible with the proposed solution.
- Assistive Technology Compatibility
• Offers must identify screen readers and assistive technology compatible with the proposed solution, including browser and screen reader combinations if applicable.
- University Hosted Solutions
• The offeror must describe in detail the minimum and recommended server configurations, including, but not limited to, Operating System, CPU, Memory, Disk Space, and firewall exceptions for each server and instance required.
• The offeror must describe in detail any 3rd party software (including version) required for the proposed solution.
• Any system must be currently supported with the latest security patches installed and maintained. Other environments will be evaluated individually
