The Vendor is required to provide to serve as third-party administrators to conduct pilot projects of solar residential installations for single-family and certain income-qualified multi-family households.
- Through qualified technical third-party program administrators, the Authority will select a minimum of four to six qualified local or regional entities, which are sponsored by regional and/or local government entities, to test and pilot the third-party ownership arrangements for installation of rooftop solar at single-family households in geographically diverse communities.
- The target is to serve up to 60-75 single family households per pilot.
- must demonstrate the experience in administrative, financial, and technical capabilities to serve as the owner of the solar assets for the term of the agreement, which may be up to 20 years.
- Financial products include a subsidized loan with an eligible portion (up to 25%) of the principal amount to be forgiven to maximize energy savings to the program beneficiary.
- the sub-recipient must leverage the full allow ability of the federal tax credit to benefit the cost effectiveness of the solar technology installation and achieve 24% energy savings passed on to the single-family household.
- A portion of financial and technical assistance can be placed with the local government entity and/or placed in an escrow account to support the ongoing operations, maintenance, insurance, and any real property tax expenses associated with the solar installation.
