The vendor is required to provide employee benefit programs to ensure price competitiveness, desired in network provider access, service and benefit access at optimum levels.
- Maintain or improve the benefit levels in force, if economically feasible.
- Improve cost minimization by investigating alternatives.
- Assess long term alternatives for managing the employee benefits programs.
- Third-party administrator (TPO)-ASO provider must provide in network access to the Baylor Scott white and ascension providence networks.
- All proposers must be HIPAA compliant and willing to enter into a mutually agreeable business associates’ agreement with the county.

• County does currently use an on-line enrollment service (worktrra), but are seriously looking for a better solution.
