RFP Description

The vendor is required to provide to develop and implement a comprehensive traffic signal document management system for county.
- Perform a field review of the project area to verify or collect existing traffic signal document inventory and equipment inventory. 
- The location of all signals shall be determined utilizing the global positioning system (GPS).
- Development, delivery, and ongoing maintenance of a web-based signal inventory and management system database to allow county to maintain signal assets, generate signal work orders, and prepare contract/bid documents for signal replacement programs.
- Project initiation, assessment of existing infrastructure and documentation, development of a user-friendly and remotely accessible software platform, and final review and acceptance.
- Each task is designed to ensure a collaborative, transparent, and technically sound process that results in an effective, long-term solution for traffic signal documentation and asset management.
- Create a remotely accessible software that lists every traffic control device and includes folders to the following documents.
- Responsible for digitizing, whether scanning or electronically copying files, and uploading all documents to the software.
- The software shall track all changes or adjustments to the traffic signal, including but not limited to:
• Electrical/signal plan
• Timing sequence
• Pavement plans that differ from other plans
• Resolutions and agreements related to the traffic control device
• Maintenance and inspections logs for the past 2 years
• Intersection equipment inventory
- The software will include a prompt for the status of the device.
- This status will allow a user to identify issues with the device; items to include are operational or document revisions needed.
- The system shall be fully functional within 200 working days of the notice to proceed ("NTP"), subsequent to a fully executed contract.
- Data on the system shall be updated on a regular basis to report on the progress of work on the contract.
- Deliverable will be a comprehensive signal document inventory database, delivered on a secured, vendor-hosted, web browser interface system for use as a management tool for tracking the maintenance of signal management activities.
