RFP Description

The vendor is required to provide underwriting and consulting services for department home-ARP projects FY 2020- 2030".
- In accordance with 24 cfr 92, 24 cfr 92.2, 24 cfr 92.252, CPD 21-10, home- ARP eligible activities, and other relevant requirements, and standardized home- ARP underwriting and subsidy layering guidelines, including any operating cost assistance provided to maintain the financial viability of the home- ARP project through the 15-year minimum compliance period, evaluate the annual home- ARP project.
- Anticipate the proposed home- ARP affordable rental housing project(s) (the acquisition and rehabilitation or construction of affordable rental housing) for credit underwriting, subsidy layering, market study sufficiency, and any other underwriting elements.
• Review and ensure compliance with all information provided by the applicant for the project to include:
a. Home-ARP affordable rental housing underwriting
b. Technical assistance – not to exceed contract amount.
• Continued consulting, as needed, for home- ARP -funded activities
• Perform credit underwriting and subsidy layering in compliance with department requirements for the project identified above and issue a final report for the project indicating approval and compliance with home-ARP regulations.
• Provide documentation backup for all required elements.
• Perform cost allocation for a mixed-use project, if required.
• Conduct and issue a report of the developer’s capacity to perform the project and include a determination that the project meets home- ARP requirements, is compliant with hidalgo county urban county program’s written underwriting and subsidy layering standard, the project is a reasonable investment and is likely to remain financially sustainable for the duration of the 15- year home- ARP compliance period.
- In accordance with 24 cfr 92, 24 cfr 92.2, 24 cfr 92.252, CPD 21-10, home-ARP eligible activities, and other relevant requirements, and standardized home- ARP underwriting and subsidy layering guidelines, including any replacement reserve provided to maintain the financial viability of the home- ARP project through the 15-year minimum compliance period, evaluate the annual home ARP project.
- Anticipate one proposed home- ARP non-congregate shelter project for credit underwriting, subsidy layering, market study sufficiency, and any other underwriting elements
• Review and ensure compliance with all information provided by the applicant for the project to include:
a. Home- ARP non-congregate shelter underwriting
b. Technical assistance – not to exceed contract amount. • Continued consulting, as needed, for home-ARP-funded activities.
• Identify any additional information or materials that would be required to perform the tasks in accordance with CPD 21-10 and other home-ARP requirements to determine that the property will be financially sustainable for the duration of the 15-year home- ARP compliance period
• Perform credit underwriting and subsidy layering in compliance with department requirements for the project identified above and issue a final report for the project indicating approval and compliance with home- ARP regulations.
• Perform cost allocation for a mixed-use project, if required.
• Conduct and issue a report of the developer’s capacity to perform the project and include a determination that the project meets home- ARP requirements, is compliant with hidalgo county urban county program’s written underwriting and subsidy layering standard, the project is a reasonable investment and is likely to remain financially sustainable for the duration of the 15- year home- ARP compliance period.
- Identify any compliance issues related to the home-ARP rules and any projects assigned.
• Review the existing county home-ARP subrecipient agreement for compliance with CPD 21- 10;
• Assist with and prepare a land use restriction agreement, as needed, for the project; and
• Provide ongoing technical assistance and consulting, including technical and programmatic advice relating to home- ARP tenant-based rental assistance (TBRA).
• Provide ongoing technical assistance and consulting, including technical and programmatic advice relating to home- ARP supportive services
• Review the county’s home- ARP policies and procedures and make recommendations to ensure compliance.
• May need a site visit to hidalgo county urban county program, inclusive of travel, lodging and meals, to provide technical assistance (TA) and training to county staff.
