RFP Description

The vendor is required to provide that web and mobile applications projects services a project manager, a system administrator, department master, quality assurance specialists/outreach coordinators/business analysts, and developers.
- Additional programming staff may be added as needed.
- Department needs 1 project manager, 1 systems administrator, 9-14 developers, 1-4 business analysts/quality assurance specialists/outreach managers, and a department master to support the work net portal system website, case management systems, and other web projects.
- The ability to respond to system issues after hours to maintain 24/7 access to web and mobile applications at the same hourly rate as quoted in the pricing.
- Staff to be placed with department must have the following:
• Hands-on, in-depth web application development experience consisting of at least 3 years of experience with enterprise-scale web and/or mobile application projects.
• All staff must have experience with productivity and collaboration tools such as azure DeVos, google docs, balsamic, Miro, or equivalent.
• At least 50% of the staff need to have 1 year of experience working with the state work net or iwds2.0 platform.
• Experience with WIOA workforce development reporting systems is preferred.
• Developer staff must have in-depth experience developing custom asp.net applications and use the most current technologies including:
• programming languages: c#.net html/CSS Javascript, including, angular, java SQL server 2008 to present stored procedures and views;
• Development technologies: visual studio 2019 or newer, entity frameworks 6+, SQL server 2012 windows server 2008 asp.net 4+ MVC 4+ web API 1.1+ json thinktecture identity server various text editors (notepad++, ultraedit32, etc.)
• Familiarity with desktop web browsers (chrome, Firefox, safari) mobile web browsers web browser developer consoles Elasticsearch SharePoint designer SharePoint 2013 eclipse registry achievement standards network LRMI CEDS
• Familiarity with testing technologies: asp.net unit test projects debugging deployment and maintenance: internet information services (IIS) 7 team foundation server remote desktop content management/infrastructure: SharePoint 2013.
• Staff must have experience with data migration processes and experience with short- and long-range planning for software development cycle including planning, writing technical documentation, implementing, enhancing and maintaining web and mobile applications. examples of comparable web applications developed by the staff to be assigned to the project.
• It is critical to identify developers that actively participate with the development process including code development and testing processes.
