RFP Description

The vendor is required to provide website modernization and replacement project is to establish innovative, mobile first public and internal-facing websites, that will serve as the city’s primary information source.
- Cloud-based website software as a service (SaaS) solution to house and manage the city’s website.
- The following list of deficiencies has prompted the city to seek a new solution:
• Lack of flexibility in the functionality and use of the website. 
• Inability to access accurate website usage reporting that can be filtered by the external and internal websites. 
• Inability to partition documents within the website’s documents. 
• Inability to restrict usage fonts and formatting to only functionality that is act compliant.
- Objectives
• Obtain a web development solution that can provide a website platform that meets the business needs of the city. 
• Provide a new website with cutting edge design that meets the needs of the residents and businesses of the city. 
• Provide a resident and business portal that allows users to access their personal/business information and accounts within the city in one convenient location. 
• Provide a separate employee facing website (intranet) for employees to access employee specific information and accounts. 
• Ability to comply with all web content accessibility guidelines as published by the department of justice – for current and proposed guidelines. 
• Provide a robust, cost-effective, and time-efficient application to staff. 
• To the maximum extent possible, leverage technology.
- Solution components
1. Solution delivery approach
• The city is open to a hosted, cloud-based solution. 
• System must be a third-party or SaaS (software as a service) product and must support microsoft active directory authentication, as well as integration with other cloud-based solutions and on-premises application technologies

3. Turn-key implementation
• The solution provider will be responsible for providing project management based on proven methodologies for project planning, resource management, project monitoring, configuration management, test planning and execution, training plan, business process definition, implementation, post-implementation support and documentation. 
• The solution provider must provide phased approach for implementing system components utilizing best practices gained through previous implementation experience.
• The solution provider will lead the city through testing of the proposed solution, including certification in writing to the city that the system is completely installed, meets all requirements, the data conversion and migration is complete and accurate, and the total system is ready for operation in a production environment.
4. Role-based access
• The solution must provide the capability to self-administer access to the application’s features, functions, and data at a user-defined role level.
5. Data migration
• The city has separated its data migration from the current application to the new application into two categories:
1. Public information 
• The solution must provide the capability to migrate current public information, forms, documents and images to the new website. 
• This capability is a must have requirement of the new solution and must be provided in the project cost estimate.
2. Employee specific information 
• The solution must provide the capability to migrate current employee specific information, forms, documents and images to the new website. 
• This capability is a must-have requirement of the new solution and must be provided in the project cost estimate.

- Publisher management requirements
• The solution must have pre-defined user roles and associated rights to facilitate role-based user management.
• The solution must provide the administrator functions of adding new users Act user roles, deactivating users, altering user rights and suspending users for a time period.
• The system should facilitate the maintenance by nontechnical personnel of system administrative controls, such as, process workflow, user-level security, and creation and modification of correspondence and reports.
• The solution must provide the capability of creating configurable groups of administrators (i.e. by department, function, section) so that documents are not visible across disparate groups.
- Intranet
• The intranet should be set up as a separate subdomain
• The solution should provide an interactive dashboard style intranet view for employees
• All items (pages, forms, documents, pictures, etc.) included on the intranet for employees must not be searchable or accessible to the public.
- General requirements
• Solution must include robust, intuitive ai search capabilities
• The solution must be a full screen, mobile first design
• The solution should provide dynamic posting for news releases
• The solution provides automatic social media posting
• The solution must provide user friendly content management
• The solution must provide a searchable staff directory including photos
• Provide dynamic user management
• The website must provide an alert system for all users with or without a customer profile
• The city website administrator must have direct access to edit and maintain all style sheets
• City website authors (below the city website administration) must not be able to edit or maintain website style sheets
• Provide dynamic website editor management controlled by the website administrator
• Provide updated user documentation/user guide for users that is available on the website and updated routinely.

• Provide a detailed plan for designing the public-facing website. provide examples of original, fresh designs you have created recently.
• Provide examples for how these designs are mobile friendly.
2. Resident and business portal
• Provide a detailed plan for designing the citizen and business portal.
3. Employee-facing website (intranet)
• Provide a detailed plan for designing the employee-facing website (intranet).
