The vendor is required to provide from experienced and qualified consultants to provide wetlands and environmental consulting services.
- The city seeking on-call environmental services to assist the city on an as-needed basis for various assignments including, but not limited to, review and permitting for city infrastructure projects and plan review of commercial, industrial and residential site developments.
- The environmental services for infrastructure support may include, but not be limited to:
1. Consultation:
• to identify regulatory and design issues of infrastructure projects including, but not limited to, road improvements, property acquisition or disposition, park development, trail development, building construction or renovation, water and sewer improvements, and storm water improvements.
• Regulatory and design issues will include, but not be limited to, city, county, state, and federal code requirements, site constraints, zoning, master land use plan designation, access, density, and cost.
• Work may be initiated by, but is not limited to, the department of public services, planning and economic development department, or parks and natural resources department.
2. Wetland services
• Include, but not be limited to, wetland inventories and mapping, functional assessment, wetland determinations and delineations, drafting of conservation easements, preparation and acquisition of Department part 303 and part 301 permits, agency coordination, wetland mitigation design, development of wetland mitigation banks, and wetland mitigation monitoring.
• Any wetland determinations or delineations made on behalf of the city or as a part of a requested determination or delineation by a property owner shall be incorporated into the city's wetland GIS layer as a draft layer for future implementation
3. Brownfield redevelopment services
• Include, but not be limited to, brownfield grant programs, brownfield financing assistance, review of redevelopment plans, soil and groundwater investigations, groundwater and soils treatment, asbestos management and abatement, contamination mapping and modeling, evaluation of remediation alternatives, treatment system installation, and removal actions.
4. Phase I site assessments services
• Include, but not be limited to, property assessments per the ASTM standards, transaction screening, database searches, soils and groundwater investigations, facility closures, remediation, mold testing, asbestos surveys, PCB inspections, indoor pollution and investigations.
5. Site closure services
• Include, but not be limited to, site characterization, impact investigations, and preparations of baseline environmental assessments, due care plans, site-specific risk assessments, and agency negotiation.
6. Ecological services
• Include, but not be limited to, ecological risk assessments, and natural features inventories, threatened and endangered species surveys, habitat management, and CAD and GIS mapping.
7. Clearance services
• Include, but not be limited to, environmental assessments and environmental impact statements for NEPA clearance possibly requiring the following socioeconomic and environmental studies: historic and archaeological preservation, air quality impacts, floodplain impacts, wildlife impacts, hazardous water sites, water quality, noise impacts, and 4f/6f clearance.
8. GIS services
• Include, but not be limited to, development of GIS shape files or geodatabases for wetlands, woodlands, historic properties, contaminated sites, land use, zoning, city parks, open space, conservation easements, utilities, trail systems, etc.
• All mapping services must be compatible with the city’s current GIS data and mapping programs. data structure for all GIS work shall be in a form that is approved by and in coordination with the city's GIS team.
9. Underground storage tank services
• Include, but not be limited to, tank investigations, UST closures, RBCA evaluations, and remediation system operation and maintenance.
