RFP Description

The vendor is required to provide that workplace investigation services to conduct thorough and effective investigations into workplace-related issues, ensuring all findings are documented, communicated timely, and resolved in accordance with county policies.
-Provider will be responsible for:
•Conducting virtual and/or in-person fact-finding interviews with appropriate employees.
•Submitting comprehensive investigation reports to include a summary of the information considered in the investigation and findings of fact and relevant analysis of the county’s personnel ordinance and
other applicable policies.
•Debriefing county leadership and parties involved in the investigation.
•Completing each investigation within the timeline provided by the county.
-All services must adhere to the following specifications and relevant standards:
•Confidentiality: All information disclosed during the investigation process must be treated with utmost
confidentiality and protected from unauthorized disclosure.
•Neutrality: Investigators must maintain neutrality and objectivity, disclosing any potential conflicts of
interest before engagement.
•Timeliness: Investigations must be conducted promptly without compromising the quality or thoroughness of the investigation.
•Compliance: All investigations must comply with local, state, and federal laws, as well as county policies and procedures regarding employee relations and investigations.
•Methodology: Utilize a structured methodology for conducting interviews, gathering evidence, and
analyzing findings to ensure consistency and thoroughness.
•Documentation: All findings and recommendations must be documented clearly and concisely in a
final report, as per the established governmental standards.
•Training and experience: Investigators must possess relevant certifications and experience in workplace investigations, human resources, employment law, or related fields.
-The workplace investigation services:
•Plan and initiation: Upon engagement, the vendor shall create a detailed investigation plan outlining
the scope, objectives, and processes to be followed.
•Conduct interviews: Schedule and conduct onsite and/or virtual interviews with all relevant witnesses,
ensuring a safe, unbiased, and documented interview environment.
•Collect evidence: Obtain, collect, and review all relevant documents, communications, or evidence that pertain to the investigation.
•Regular communication: Maintain continuous communication with designated county points of
contact, providing progress updates throughout the investigation process.
•Executive meetings: Meet with county administration and human resources to discuss preliminary
observations and findings at regular intervals.
•Final report: Compose and deliver a comprehensive final report inclusive of findings, conclusions, and
recommendations within the set timeframe established by the county for each investigation.
-Contract Period/Term: 1 years
