RFP Description

The vendor is required to provide translated materials in the primary language of persons with limited english proficiency can help eliminate language barriers and promote meaningful access to government services, programs, and activities.
- Office of language access (OLA) is seeking a qualified vendor to perform ongoing translation services of written materials from english to the top 15 languages spoken by individuals with limited english proficiency (LEP) in the state: Cebuano, Chinese (traditional and simplified), Chuukese, Hawaiian, Ilokano, Japanese, Korean, Marshallese, Samoan, Spanish, Tagalog, Thai, Tongan, and Vietnamese, on an as-needed basis.
- Translate written materials provided by OLA from a source language into the target languages as directed by OLA.
- The average native speaker of the language.
- The target languages when formatting those translated texts to ensure that the completed products render the source language message accurately.
- The offeror shall employ a multi-step process to ensure the accuracy of the translations.
- The vendor shall utilize a minimum of two qualified translators for each translation.
- Step 1: translation (initial translation): the document is translated from the source language to the target language by a qualified translator who is fluent in both languages. 
- The translator ensures that the meaning, tone, and context of the original text are accurately conveyed in the translation.
- Step 2: review and editing: a second qualified translator or editor reviews the translated document. 
- This step involves checking for accuracy, ensuring that the translation is culturally appropriate, and making sure that there are no errors in grammar, syntax, or terminology. 
- The editor may also compare the translated document with the original text to ensure that nothing has been omitted or misinterpreted.
- The offeror shall format translations similarly to the source versions and submit formatted translations to OLA in MS word and pdf formats.
- Contract Period/Term: 1 year
