Assessment of Investigations Function Services

The vendor is required to provide a culture of accountability, transparency, collaboration and integrity through the performance of audit and investigative services designed to drive continuous improvement, support effective decision making, and detect and deter waste, fraud, and abuse.
- Investigations that probe possible criminal violations are developed independently and, in some instances, collaboratively with law enforcement agencies.
- Investigations unit operates the district’s 24-hour, seven (7) days a week hotline.
- Complainants can report allegations of fraud, waste, abuse, and mismanagement in various contexts and applicable and relevant whistleblower retaliation claims.
- Officer investigations are thoroughly conducted. (example, is due professional care exercised, is investigative work adequately planned, are information and data obtained during the investigation properly documented and reviewed, are all witnesses being interviewed, is all evidence being collected and is it sufficient and appropriate, do interview summaries accurately reflect the substance of interviews and contain all relevant information, are investigators conducting interviews in a legal and appropriate manner).
- The investigations unit is organized in a manner which supports optimizing thorough an efficient investigation.
- Phase 1 (March 17 - 30): develop a plan for assessing investigations and determine the sample of investigations to be reviewed.
- Phase 2 (March 30 - April 28): review and assess investigations and unit operations, including evidence collection and preservation operations.
- Phase 3 (April 28 - May 23): review and assess the unit’s subpoena process
- Phase 4 (may 23 - June 15): review and assess the unit’s investigations manual and subpoena manual.
- Phase 5 (June 15 - 30): provide an overall written evaluation and assessment to the officer with observations, findings, and recommendations for improvement.
