The vendor is required to provide screening services of airport workers and their property to prevent introduction of weapons or explosives into sensitive security areas of the airport.
- Provided (and maintain approval to provide) similar services in conducting screening of persons and items under one or more of the following transportation security administration programs:
• Private charter standard security program
• Screening partnership program
• Aviation worker screening program at administration security category x or i airport.
- Contractor requirements
• Provide adequate staff to ensure coverage based on the administration scheduler tool which prescribes the number of hours required based on multiple factors.
• Provide on-site management staff to ensure quality of service as well as to handle any and all issues that may arise concerning its staff or aspects of the airport worker screening process that have been delegated to it by the department of aviation.
• This management staff may serve as airport worker screening team member but must have the ability to speak for and represent the contractor in those matters specified.
• Develop, receive administration approval via city, implement, and update as required, an airport worker screening procedure consistent with administration approved screening measures of the private charter standard security program (PCSSP) and screening partnership program (SPP) capable of detecting unauthorized weapons, explosives, and incendiaries on an airport worker’s person and accessible property.
• Airport security to develop and submit the required airport worker screening schedule for employee screening in accordance with the current airport weekly screening hour requirement.
• Aviation worker screening activities according to the airport worker screening schedule.
• Maintain a record of screening activities to include:
o Timeframe, date, access point, and airport worker screening team member names.
o Time, location, and identity of each worker screened.
o Number and type of unauthorized weapons, explosives, and incendiaries discovered.
• Transmit records of screening activities to the department and designated administration representatives on a mutually (contractor and department) agreed upon timeframe and manner and maintain records of each screening activity for a minimum of 90 days.
• Provide and maintain all equipment required to perform manual and technology-based airport worker screening activities.
• Equipment shall be capable of being moved to and used at multiple access points within the same operational day and capable of operating for up to 4 continuous hours without airport provided electrical service.
• Provide and maintain all equipment required to perform airport worker screening, including detection equipment, personal protective equipment (such as gloves, masks), and any equipment/items necessary for training of staff and record-keeping activities.
• Ready and utilize equipment for airport worker screening activities in accordance with airport worker screening schedule to meet specified screening hours duration.
• Ensure personnel assigned to airport worker screening teams are able to read, write, speak and comprehend the english language – bilingual Spanish is preferred.
