RFP Description

The Vendor is required to provide pre-employment background investigation services that include, but are not limited to, the following components:
•    Office will initiate via email to the candidate a link to the digital platform selected by office and invite candidate to complete and certify a personal history questionnaire (“PHQ”). 
•    Upon receipt of PHQ and necessary documents, office will assign the vendor through the digital platform selected by office. 
•    The vendor will conduct a review of the PHQ, and other completed and returned materials submitted by the candidate. 
•    Provide narratives on each section in digital platform. 
•    The vendor will conduct a candidate initial interview (either in person or virtually) to discuss all responses on the PHQ, looking for omissions, discrepancies and inaccuracies and probing for more information when deemed necessary and appropriate. 
•    If warranted during the investigation, schedule a discrepancy interview and update the file with findings. 
•    Review all criminal history, driving history (when applicable), credit history (when allowed), education, military history, employment history, and any other pertinent information discovered in the background investigation or provided by the candidate. 
•    Provide office with a background investigation report and detailed narrative through the digital platform including, but not limited to:
o    PHQ review 
o    DOJ and FBI fingerprint verification 
o    Driving record check 
o    Local law enforcement agency record checks for all cities and counties in which a candidate has lived, worked, or attended school 
o    An agency record check request should be sent to the office records bureau for every candidate o credit records review (when applicable) 
o    Education verification o residence history spanning at least 10 years or since the age of 15 
o    Eligibility to work in the united states and age verification 
o    Employment history check spanning at least 10 years
o    Relatives/personal/professional reference checks 
o    References, family, and employer questionnaires will be distributed via email through the digital platform (if references do not have email, the vendor will call them and complete the questionnaire telephonically). 
o    Open-source social media and internet search of candidate. 
o    Document any potentially disqualifying information and provide links 
o    Any other documentation relevant to the investigation and allowed by law.
•    Prepare and deliver a final investigation report by completing narratives in each tab on the digital platform for office review. 
•    Highlight at the top of each tab in bold when that section contains potential disqualifying information. 
•    If any deficiencies are noted, the report will be returned to the vendor for correction prior to submission for approval of invoice. 
•    For HIDTA and NCRIC only: coordinate with office to perform polygraph exam and review results. 
•    Provide narrative report along with completed background file for office review.
