The Vendor is required to provide a modular Criminal Justice Information Exchange (CJIX) that links together Law state, local, and federal law enforcement, justice, and public safety entities in the exchange of critical information
- This system operates not only for the benefit of authorized users in state but also operates in cooperation with the Federal Bureau of Investigation (FBI) and the agency for the sharing of information across state and international boundaries.
- These records include criminal history, arrest warrants, and vehicle-related records (registration, driver’s licenses, etc.)
- The system must provide functionality that supports computerized criminal history queries and reporting as well as mugshots.
- We require Message Switch products and services, i.e. Software as a Service (SaaS) or hardware/software/firmware that functions as a message router; application management system that evaluates messages (input data) to determine appropriate output transmission paths; application and management system that provides capabilities such as text messaging, unit identification, message formatting, and queries for State and various local law enforcement/local justice partner database use.
- The State envisions mature governance and sharing of data across the law enforcement spectrum, e.g. public safety, prosecutors, courts, corrections, intelligence, homeland security and the public.
- Customer Service – Optimized system performance and workflow efficiency to address tangible and intangible pressures on State finance and operations. Continuing frequent extensions of the existing infrastructure places a significant burden on finance and contracting staff while outdated technology creates frequent non-value added administrative work for operational and technical staff.
- Resiliency - Ensure high-availability with provisions for fast recovery in the event of failure of Message Switch or the environmental systems supporting it. The entire system should be configured with a synchronized secondary site that takes over in the event of a serious outage at the primary site.
- Address data exchange shortcomings, data sharing needs, integrations with other systems, mobile access opportunities, etc., to increase data quality and reduce bottlenecks.
