The Vendor is required to provide entry level/promotional testing and background screening services for the city department.
- Services to include, but not limited to:
• Entry Level Testing Services for City Department candidates;
• Promotional Testing Services for City Departments candidates;
• Background Screening Services for Fire Departments candidates.
- Entry Level Testing Services:
• Shall conduct an analysis of the preferred qualifications for successful candidates of the position(s) to be filled.
• Shall administer and supervise applicant testing in city and throughout the region.
• City shall have online access to a continuously updated and pre-tested pool of applicants.
• Shall support and actively and affirmatively encourage the recruitment of minorities, women, and military veterans.
• Shall work closely with city police and fire department and the city’s human resources department to develop test and study guide materials for the applicants, in compliance with civil service rules and regulations, if applicable.
• Shall include recommendations made by the city for the development of written examinations including the format of the questions and answers and the number of questions to be included.
• Shall be qualified to serve as an expert witness and be prepared to serve in that capacity when legal challenges or appeals are made.
• Shall attend city civil service meetings as requested.
• Shall provide all printing, delivery, staff, travel, support, and any other services required to fulfill the needs of the contract(s).
• Shall provide the appropriate number of copies of the exam, the delivery of the exam, grading of the exam, and defend the correctness of any of the questions contained in the exam.
- Promotional Testing Services:

• Shall work closely with the police department, fire department, and the city’s human resources department and the civil service commission to develop test and study guide materials for the applicants.
• Shall include recommendations for the development of written examinations including the format of the questions and answers and the number of questions to be included.
• Shall be qualified to serve as an expert witness and prepared to serve in that capacity when legal challenges or appeals are made.
• Shall attend city civil service meetings as requested.

• Shall provide the appropriate number of copies of the exam, the delivery of the exam, grading of the exam, and defend the correctness of any of the questions contained in the exam.
• Shall create a test that will be based on its analysis of open position(s).
