The Vendor is required to provide of contracted background investigation services.
- The background investigations completed by the awarded bidder will follow the Peace Officer Standards and Training (POST) recommended format, unless otherwise directed by the District’s representative.
- All background investigations will be completed using the districts preferred background investigations software, unless otherwise directed or authorized by the district’s representative.
- The investigations will assist county police in making informed hiring decisions for both sworn and non-sworn positions within the department.
- If past misconduct and/or other signs of unsuitability are discovered, police staff will be notified immediately so that unfit candidates are identified and disqualified from the process.
- Comprehensive investigations will help identify each candidate’s moral character, decision making skills, and their ability to handle stress and adversity.
- The applicants will be rated on the ten post background investigations dimensions.
- The chosen service provider will interview each applicant’s current and past employers, work partners, landlords and neighbors, friends and associates to discuss the candidates’ work habits, life experiences, interactions with others and intellectual based abilities.
- The service provider will also be expected to locate and interview associates who are not listed on the application as references.

• Assess applicant and agency submitted materials
• Ensure reference questionnaires are sent
• Applicant home visit
• Neighborhood check/s
• Employer visit/personnel file review/s
• Send out criminal history checks to law enforcement agencies with residential jurisdiction
• Review and compile reference questionnaires
• Interview selected references, often in person when necessary
• Confirm and review other law enforcement agency candidate applications and review disposition
• Complete investigative narrative using POST format or Agency preferred format
• Investigative package is reviewed by service provider management
• Submit investigative package.
- The current needs of the department require the responsive bidder to be capable of processing approximately 40-80 background investigations per year with the understanding that department staffing levels could decrease or pause that need.
