The Vendor is required to provide a suite of public safety personnel services in support of the department hiring and promotional functions.
- Pre-Employment Background Investigations for police, corrections, and other public safety candidates.
- Pre-Employment testing for entry-level Corrections Officer and Police Officer candidates, including written examinations and physical ability testing.
- Assessment Center Promotional Testing for sworn supervisory, mismanagement, and command-level positions.
- Administrative Investigations of workplace and personnel matters.
- Pre-Employment Background Investigations. Conduct comprehensive background investigations on candidates for police, corrections, and other public safety positions on an as-needed basis. This may include background investigative reports, in-person interviews, personal history statement review, education and training verification, financial and credit checks, criminal history checks, motor vehicle records, and other elements deemed necessary by the City. The vendor shall produce a detailed written report and analysis of findings, delivered to the City, and shall be qualified to serve as an expert witness if legal challenges arise.
- Pre-Employment Testing (Corrections and Police). Administer pre-employment written examinations and physical ability tests for entry-level Corrections Officer and Police Officer candidates. Services include application intake and processing, administration of testing through in-person, partner-facility, and/or virtual formats, and timely reporting of raw scores to the City with the information necessary to place and rank passing candidates on a continuous eligibility list. Testing must be conducted in accordance with applicable civil service statutes and generally accepted testing practices, and all test materials must be lawfully licensed for the vendor's use.
- Assessment Center Promotional Testing. Design and administer assessment center promotional processes for sworn positions, including first-line supervisor, mid-manager, and command-level ranks. Services include development or provision of validated exercises, qualified assessors, administration of the assessment center, and reporting of results. The vendor shall be prepared to justify, explain, and defend the testing criteria and to serve as an expert witness in any administrative or civil service proceeding.
