Vendors provide a acomprehensive data fusion and Open Source Intelligence (OSINT) platform or service to support criminal investigations.
- The platform or service shall provide:
• Username and social media Discovery: The platform must allow investigators to search by username, email, or phone number to identify associated social media profiles across 250+ countries.
• Social Financial Account Verification: The platform shall enable analysts to verify the existence of social financial accounts (Cash App, Venmo, PayPal, Apple Pay, Google Pay, Stripe, and cryptocurrency
exchanges) associated with a subject by cross-referencing phone numbers, email addresses, and usernames against available open source and authorized data sources.
• Data Fusion: The platform must integrate Open Source Intelligence (OSINT) with authoritative private data sources (telecom, credit, and public records).
• Real-time Carrier Gateway Lookup: Searches to data providers shall happen in real time, not pulled from historical records, to ensure the timeliness of information regarding current phone number status, line type (mobile, Voice over IP (VoIP), landline), carrier assignment, and porting history.
• Global Telecom Correlation: The platform must provide real-time phone status, carrier history, and number porting data to verify the current owner of a device linked to social media activity, both in the US
and abroad.
• Advanced Link Analysis: The platform must automatically identify "non-obvious links" between subjects, such as 3rd-degree relatives, likely associates, and shared residency records discovered through OSINT
footprints.
• Desktop Access: The platform or service must be accessible via a secure Web User Interface (UI).
• Batch and API Integration: The platform shall support API integration and batch processing of social media identifiers.
• Human Trafficking and Child Sexual Abuse Material (CSAM) Specialized Tools: The platform shall provide specialized modules for identifying victims of human trafficking through OSINT.
