The vendor is required to provide a complete end-to-end image processing services (IPS) that includes automated and manual image processing with integration with the authority's back-office software and third-party data providers such as state department.
- The authority's license plate transaction processing, reduce costs, and increase revenue collection efficiency for transactions that cannot be processed through standard transponder-based systems.
- Services include:
• Performance based: enhance operational efficiency and service quality by implementing innovative, measurable, and sustainable solutions that drive continuous improvement and ensure compliance with contract SLAS.
• Accuracy and speed: increase the image review accuracy and the time to post to a road user account.
• Reduce costs: implement a cost-effective solution for processing license plate toll transactions, lowering operational expenses.
• Increase revenue: maximize the identification of registered owners and the resulting image based toll collection rates from unpaid license plate toll transactions, thereby reducing revenue leakage and enhancing overall financial performance.
• Enhance reporting and auditability: develop robust reporting mechanisms and audit trails to ensure transparency, accuracy, and accountability in all tolling operations.
• Improve data reporting, transparency, and accessibility: provide the authority with direct access to and visibility of image-based tolling data and services.
• Ensure regulatory and statutory compliance: implement systems and processes that adhere to all applicable state, federal, and local regulations and relevant statutes that govern toll operations, data management, and collection.
- System implementation, integration, and management
• Manage and operate an end-to-end image processing service.
• Configure the contractor's systems to accommodate the authority's needs and processes.
• Design, develop, and maintain robust application programming interface(s) (APIS) and interfaces to facilitate seamless data exchange between the contractor's system and the authority's existing infrastructure.
• Design all integrations and interfaces with scalability in mind to accommodate future growth and system enhancements.
• Create and manage interfaces with external entities such as agency back office, departments, and other relevant stakeholders.
• Provide desktop accessibility to the industries for remote manual image review processing.
• Interface with the state departments to acquire registered owner information.
• Conduct workshops, including design, business rules, business requirements, reporting, service level agreements (SLAS), overall operational acceptance process, and any other areas needed.
• Ensure all APIS and interfaces are well-documented, secure, and scalable.
• Ensure that all integrations are thoroughly evaluated and validated before deployment.
- Transaction processing
• Process all license plate toll transactions per the authority's business rules.
• Conduct automated and manual image reviews for license plate identification.
• Manage sensitive (public officials or security personnel, for example) and problematic plates (plates that consistently are misread because of a zero (0) mistaken for an o, for example).
• Perform in-state and out-of-state departments lookups for the acquisition of vehicle owner information.
- Reporting and analytics
• Provide comprehensive reporting and dashboards covering all aspects of the image review process, including transactional reconciliation, system performance, and accuracy trends.
• Provide real-time access via a web portal to all system data and performance metrics.
- Compliance and security
• Ensure compliance with all relevant federal, state, and local regulations, including data privacy laws.
• Implement data security measures that comply with industry standards and the authority's business requirements to protect customer information.
• Maintain all necessary licenses and certifications for image review processing activities.
- Performance management
• Meet or exceed all established performance requirements.
• Participate in weekly performance updates with the authority during the design and build stage.
• Participate in monthly performance reviews with the authority during operations.
• Implement continuous improvement strategies based on performance data.
- Transition management
• Transition process
1. All transactions the authority receives before the go-live date will remain under the authority's management until they reach a final disposition.
2. The contractor's system will process new transactions after the go-live date.
3. No historical data migration from the authority is required for this implementation.
• Development requirements
1. If necessary, the contractor shall design, develop, test, and deliver the required updates and enhancements to the contractor's system to meet the authority's business requirements.
• Integration requirements
1. Develop and test data integration with the authority.
2. Complete comprehensive testing to include operational readiness with service providers before going live.
3. Ensure seamless data flow between all integrated systems.
• Implementation plan
1. Provide detailed documentation of new processes and procedures.
2. Deliver thorough training to authority staff, consultants, contractors, and cci on system use, management, and disaster recovery.
3. Execute a comprehensive transition plan from the current to the new ips processes and systems.
4. Provide a comprehensive operational readiness plan demonstrating the contractor's ability to begin processing license plate transactions on the go-live.
5. Must complete all operational readiness testing and receive authority approval before proceeding with go-live activities. • Communication and transparency
1. Maintain clear and regular communication with the authority on all aspects of the system and services.
2. Provide the authority with complete visibility into system operations, including access to near time data and performance metrics.
