Modernization and Digitization of Pet Export Certification Process Services

The Vendor is required to provide industry feedback regarding its capacity and interest to modernize and digitize the pet export certification process.
- Provide to seek feedback from industry regarding the availability, capability, and readiness of potential solutions to support the modernization and digitization of the pet export certification process.
- The range of digital platform solutions currently available in the marketplace to support the creation, submission, processing, and endorsement of export certificates;
- The ability of industry to deliver solutions that enable end-to-end digital workflows, including interaction between pet owners, licensed veterinarians, and agency veterinary inspectors;
- Delivery models, including but not limited to:
o Vendor-managed (software-as-a-service or user-pay) platforms;
o Government-procured and contractor-operated systems; and
o Hybrid or alternative approaches;
- Identify innovative approaches that could improve service delivery, including reducing administrative burden, improving processing times, and enhancing client experience;
- The animal health certification process is governed by strict regulatory frameworks and requires a detailed understanding of veterinary practices, documentation standards, and international import requirements.
- Solutions supporting pet export certification must accurately reflect complex and frequently changing country-specific requirements, ensure compliance with state regulatory obligations, and support interactions between multiple stakeholders, including veterinarians, laboratories, and regulatory authorities.
- Solutions that achieve the following outcomes:
o Reduced processing times and administrative burden;
o Improved user experience for pet owners, veterinarians, and agency staff;
o Increased digital adoption and accessibility;
o Enhanced traceability, compliance, and auditability.
- The platform would enable pet owners to:
o Connect licensed veterinarians;
o Complete export certificate applications;
o Submit documentation electronically; and
o Pay applicable fees through the platform.
