Government Channel Production Services

The vendor is required to provide that government channel production services a five-member city council whose members are elected at large and operate under a council/city manager form of government.
- The largest city in the antelope valley, with a population of 170,000 across 94 square miles.
- The channel is a media hub that aims to provide the residents of with a place for city updates, entertainment, and community enrichment.
- Services:
• News hour
o Up to 2 news hours produced and broadcast per week
• Other programming
o Up to 8 programs produced per week
o Examples of programming include, but are not limited to, morning fitness classes, cooking classes, gardening classes, children’s steam educational content, human interest features, live sport and event coverage
o Special programming for annual events (listed below)
o All work must be approved by the city before broadcast
o Live coverage for the following city-produced special events:
1.Justice Sunday
2.State poppy festival™
3.July 4th fireworks extravaganza
4.Halloween haunt
5.A magical blvd christmas
6.Up to 2 additional special events TBD
• Content production overview
o The contractor will be responsible for the full production of edited content for the city channel. this includes:
o Pre-production: working under the direction of the city’s communications manager to identify content needs and develop appropriate scripts.
o production: Utilizing provided city studio space and contractor-supplied crew and equipment to film various programming segments, including news hours and specialty shows such as fitness and cooking.
o Post-production: Editing video and audio, creating graphics, and finalizing content based on feedback from the city’s senior videographer
o The communications manager will guide content themes and review all pieces for approval prior to airing
• Other requirements
o Ability to respond to unplanned safety needs
o The depth of staffing must account for emergencies where crew availability is affected
o Standard safety protocols in place for filming
o Must be familiar with sap/cc guidelines
o Must be well-versed in FCC guidelines for public content
o Familiarity with peg money requirements is a plus
