The Vendor is required to provide sports tourist promotion program that includes, at minimum:
1. Program administration
• Develop and implement an annual written marketing and business plan.
• Present annual plan to commissioner’s court for approval.
• Associate budget allocations directly with program objectives.
• Ensure all expenditures comply with chapter 352 of the state tax code.
2. Marketing and promotion
• Implement strategic marketing and promotion initiatives to increase visitation and tourism activity in county.
• Activities shall include, but are not limited to, the following:
• Market and solicit sporting tournaments and events, with emphasis on youth and amateur sports.
• Promote conventions, special events, music and film events, and tourism-related gatherings.
• Conduct public relations and advertising campaigns targeting out-of-town visitors.
• Develop public awareness campaigns to support travel and tourism industries.
• Distribute promotional materials showcasing county as a destination.
• Produce and distribute promotional materials and digital content showcasing county as a tourism destination.
• Promote county as part of the regional tourism market, including coordinated marketing and partnership efforts with fort bliss, southern communities, and other regional tourism stakeholders, recognizing the integrated visitor economy of the greater border region.
• Support and participate in binational tourism promotion efforts, when appropriate, that highlight the cultural, historical, and recreational assets of the region, and that attract visitors from and international markets.
• Support the county commissioners strategic plan objectives and work to create and support various marketing campaign efforts as defined within the plan, including the creation of master tourism plans that drive sports tourism, contact sports and other tourism elements to county.
3. Event development and servicing
• Actively support the recruitment, development, and successful execution of tourism-generating events within county.
• Responsibilities shall include, but are not limited to:
• Recruit and service sporting tournaments and tourism-generating events.
• Coordinate with local venues, hotels, and community stakeholders to ensure adequate capacity, scheduling, and logistical support for events.
• Track hotel room nights and economic impact metrics.
• Event servicing support to ensure successful execution.
• Collaborate with local coaches, sports leagues, athletic associations, and youth sports organizations to identify opportunities to host tournaments and competitions that generate overnight visitation and tourism-related economic activity.
