The Vendor is required to provide to state emergency management planning and training, as applicable:
• The minimum EMAP standards and ensure that the maintenance of documentation on the state’s emergency management administration;
• Finance;
• The hazards identification, risk, and consequences;
• Hazard Mitigation;
• Prevention capabilities;
• Operational planning and procedures;
• Incident management planning;
• Resource and logistics capabilities;
• Mutual aid planning;
• Communications and warning capabilities;
• Facilities capabilities and planning;
• Training;
• Exercising and corrective actions planning;
• Crisis communications; and
• Public education and information.
- Emergency Management Program Manager:
• Ongoing development and maintenance of the State plans;
• Grant application development;
• Administration and monitoring; and
• Supervising staff assigned to planning and specialist assignments.
- These tasks shall also include, but not be limited to, the duties in support for normal operations plus the planning, preparation and support to the continuity of operations, in emergency situations for related or associated duties and tasks.
- Tasks may include: updating and revising various Emergency Management plans; to assist with maintaining files, documentation, and annual reporting requirements, and assist with coordination with participating agencies and organizations.
- These tasks shall also include, but not be limited, to the duties in support for normal operations plus the planning, preparation and support to the continuity of operations, in emergency situations for related or associated duties and tasks.
- Assigned to assist State, Local, Tribal, and Territorial agencies in establishing and maintaining their disaster emergency information technology needs to support life-saving efforts, protect property, and coordinate response and recovery operations.
- Assigned to assist with developing and conducting training and exercising of state emergency management plan stakeholders (SEMPS) partner representatives, Executive Leaders, and county, local, and allied agency emergency managers, and to assist with ongoing corrective actions process improvement planning and training.
- Assist the Mitigation Unit in providing technical support for sub-grantees engaged in Hazard Mitigation activities.
