RFP Description

The Vendor is required to provide support services positions in support of 
•    Maintenance and support of remote recording kiosk systems, 
•    Staff development, and
•    Maintenance and support of the acclaim recordation system, including troubleshooting, configuration management, and resolution of outstanding system issues in coordination with the project manager and county recording systems.
- Remote Recording Kiosk System Maintenance & Support
o    Comply with all federal, state, and local statutory requirements for recording documents (e.g. Deeds, liens, the principles of collection of real property transfer tax, state revised statutes).
o    Possess knowledge of current methods of electronic recording (e-recording) and remote submission of documents
o    Ensure accuracy, timeliness, and integrity of recorded documents.
o    Possess knowledge of the Microsoft office suite
o    Provide technical expertise for maintenance of (6) remote recording kiosk systems.
o    Support ongoing maintenance and enhancement of in-house written applications.
o    Develop, enhance, and maintain in-house applications supporting kiosk functionality.
o    Implement required software upgrades to ensure system reliability and performance.
o    Collaborate with the program manager to design, develop, and customize software solutions.
o    Ensure departmental customization of kiosk software to meet operational requirements.
o    Maintain technical documentation for applications and kiosk systems.
o    Provide monthly status reports, outlining issues and resolutions, to county program manager.
o    Provide technical documentation for developed/custom software.
o    Communicate and translate complex technological issues in an understandable report/presentation to key stakeholders, end users, technical staff, etc.
- Staff Development
•    Comply with all federal, state, and local statutory requirements for recording documents (e.g. Deeds, liens, the principles of collection of real property transfer tax, state revised statutes).
•    Maintain knowledge of applicable laws, codes, and recording requirements.
•    Develop training to facilitate compliance with legal and regulatory recording standards
•    Possess knowledge of current methods of electronic recording (e-recording) and remote submission of documents
•    Possess knowledge of the Microsoft office suite
•    Maintain virtual and digital training programs for staff.
•    Ensure effective organization, coordination and development of staff through training modules and applications.
•    Create training materials for different roles with county recorder’s staff (e.g. Clerks, it staff, supervisors)
•    Develop and maintain proficiency training in kiosk systems, recordation platforms, and other support tools for recorder’s staff.
•    Perform complex and technical recordation tasks
•    Advise and provide technical assistance to staff.
•    Identify and document departmental business requirements for application and it projects.
•    Develop and document business operating policies and procedures.
•    Track and report on milestones, deliverables, and performance metrics as specified.
- Maintenance & Support of Acclaim Recordation System
•    Comply with all federal, state, and local statutory requirements for recording documents (e.g. Deeds, liens, the principles of collection of real property transfer tax, state revised statutes).
•    Possess knowledge of current methods of electronic recording (e-recording) and remote submission of documents
•    Communicate system maintenance activities, system downtime, and resolution times.
•    Ensure accuracy, timeliness, and integrity of recorded documents.
•    Facilitate escalation procedures in the event of critical systems failure
•    Possess knowledge of the Microsoft office suite
•    Possess experience with crystal reports 11x or newer in generating custom reports for public records
•    Develop/optimize SQL queries for records management
•    Utilize SQL server reporting services (SSRS) environments to delivery reporting solutions
•    Perform system acceptance testing, execute test scripts, and analyze results to ensure system integrity
•    Conduct audits of business system user documentation.
•    Collaborate with county project manager and county recording solutions to troubleshoot system issues.
•    Manage configuration changes to resolve outstanding problem tickets and related system issues.
•    Document issues and develop functional specifications, forms, and solutions.
•    Communicate and translate complex technological issues in an understandable report/presentation to key stakeholders, end users, technical staff, etc.
