The Vendor is required to provide temporary staffing to support the county's work in advancing a diverse and inclusive world-class urban community and providing for the general well-being of county residents.
- Assign a project manager who will be responsible for managing the contract and personnel. The project manager must function as the main contact for the County Project Officer and must address any staff and contractual issues. A substitute or backup must be assigned in case the project manager is unavailable.
- Must participate in virtual meetings, as appropriate, with County personnel to review the performance of temporary staff, address any issues, and plan for future staffing needs.
- The County may, through issuance of a contract amendment, increase position pay ranges while keeping individuals in their original class specifications. Temporary staff must stay in the class specification to which they were initially assigned and may only change specifications through termination of their existing assignment and a re-assignment to a new class specification.
- At the direction of the hiring manager officer, resumes may be required to have names, addresses, and educational institutions redacted to support blind recruitment by the County. When this requirement applies, the Offeror must maintain a system to accurately track redacted resumes to the corresponding applicants.
- The database must be large enough that the Contractor can provide a sufficient number of resumes of qualified candidates to the project officer or hiring manager within three business days.
- Ensure that the employment and educational history and credentials listed on a candidate’s resume are complete and accurate.
- Accept referrals from the County to the Offeror of individuals for hiring and placement as temporary staff with the County. All other terms of the Contract would apply any such referral. The wage for a referred employee must be set by the Offeror while complying with the County’s living wage ordinance.
- Temporary staff must perform duties appropriate to the job category at a location agreed to by the project officer or hiring manager and the candidate. With written hiring manager and supervisor approval, this could include remote work pursuant to the County’s Flexible Work Arrangements policy
- Requests for a fully remote or hybrid work setting must be submitted to the hiring manager in writing by the Offeror, not by the assigned temporary personnel.
- County offices are open between 8:00 am EST and 5:00 pm EST. Temporary staff must coordinate with the hiring manager for exact reporting times, which may fall outside typical County hours and may exceed 40 hours a week.
- Temporary personnel are responsible for their own transportation to their assigned work locations. The Offeror may not invoice the County for transportation time.
- Temporary staff must participate in all scheduled orientation, training and staff meetings as required by their hiring manager or the project officer.
- Temporary staff assigned to this contract must ensure the integrity, security, and confidentiality of all County clients and staff personnel information and records by following these guidelines:
o Protecting personnel information and records from unauthorized access, use, modification, destruction, and improper disclosure.
o Maintaining personnel records in accordance with County policies and procedures and with federal and state laws and regulations, including HIPAA.
o Being prohibited from using personnel information that is not available to the public for commercial solicitation, sale, personal gain or interest, or any other unauthorized purpose.
o Safeguarding personnel records and always maintaining property computer security.
o Not disclosing information from any personnel record unless specifically authorized or required by law.
- Requests for a fully remote or hybrid work setting must be submitted to the hiring manager in writing by the Offeror, not by the assigned temporary personnel.
