The Vendor is required to provide administration support services for include:
• Consultant shall review bid packages and ensure that reporting forms and wage rates are included per requirements of the project funding program(s) – federal and/or state as appropriate.
• Consultant shall obtain applicable wage rate information for the project funding source.
• The applicable wage rate decisions shall be provided to the prime contractor and all subcontractors for inclusion in all subsequent subcontractor contracts as required by applicable labor law.
• Consultant will participate in pre-construction meetings with prime contractor, subcontractors, and city staff for issues related to labor compliance standards.
• Consultant will provide prime contractor and subcontractor(s) one-on-one training and assistance in completing required labor compliance documents (if needed).
• When discrepancies are identified regarding pay and benefits with a contractor’s employee, consultant will work with the contractor to resolve the issue in an expedient manner, providing documentation of the problem and outcome to city staff and the project manager.
• Conduct on-site job interviews with the contractor, subcontractor, and employees to ensure compliance, documents and report findings as required for the duration of the project.
• Verify contractor and subcontractor are in compliance with the state department of industrial relations website registration and reporting compliance.
• Consultant will verify that the contractor and subcontractor licenses are current and active with the board, and they are not on the federal debarment list.
• Consultant will utilize the county’s LCP tracking system and shall promptly review the weekly certified payroll reports (CPRS) and e-documents as received and notify the prime contractor of any deficiencies in wages, overtime compensation, incomplete or inaccurate CPRS, and incomplete or inaccurate statement of compliance.
• Prepare and disburse monthly progress labor compliance audit reports to city staff and project manager.
• Consultant shall assist with verifying release of progress payments.
• At the conclusion of a project, the consultant shall provide the city with all documentation and correspondence related to the construction project.
• Other labor compliance activities and duties as required by project funding source rules and regulations.
• Assistance with outreach associated with the project.
• Assist with planning, coordination, and administrative processes of city projects.
• Prepare material and supporting documents for project funding, including application and reporting.
• Consultant will support the city in tracking program performance and preparing required documentation for internal and external reporting purposes.
• Consultant will support the maintenance of program documentation and coordinate with city staff, contractors, and funding agencies.
• Prepare program reports, summaries, and required documentation.
• Maintain organized records and program files in accordance with applicable requirements.
• Consultant will assist with monitoring program compliance with regulations and funding requirements.
