The Vendor is required to provide staffing and space utilization review services for include:
• Document and data review: review key planning documents, staffing materials, operational statistics, program and circulation trends, after-school usage, and the current budget.
• Stakeholder and community engagement: at minimum, the consultant shall conduct interviews with library leadership, town leadership, library trustees and staff, business community, library users and other interested community members.
• The consultant shall also incorporate results from the 2024 community input survey as well as conduct a new survey.
• Proposers may recommend additional engagement activities as optional services.
• Staffing assessment: assess current roles, basic workflows, and supervisory structure; evaluate service-area needs; identify staffing adjustment options; benchmark comparable libraries.
• Space and facilities assessment: assess use of all public and staff spaces; evaluate peakuse patterns; identify reconfiguration opportunities; determine whether additional and expanded space may be needed; develop high-level scenarios; evaluate potential collaboration with the new town rescue station community learning and training center.
• Programming assessment: review existing library programs and services, including program types, attendance trends, staffing and space impacts, and peak demand periods.
• Evaluate how current offerings align with community needs, strategic priorities, and operational capacity, and identify opportunities to adjust, enhance, consolidate, or expand programming in coordination with staffing and space recommendations.
