The Vendor is required to provide temporary staffing services for the department.
- The process of implementing a new county-wide Enterprise Resource Planning (ERP) system which will require staffing beyond the capacity normally available to backfill permanent positions.
- Staffing services are needed to provide additional support during peak or heavy workload times.
- Services shall include but not be limited to:
• Work with the County to establish position needs.
• Locate potential temporary personnel candidates.
• Arrange interviews between County and candidates.
• Job positions include, but are not limited to:
o Financial business analyst senior: responsible for maintaining, modifying and designing various county-wide automated budget system programs, and plan, coordinate, and manage these systems through the county's budget process. Minimum qualifications would be a bachelor's degree in computer science is required with it certification in multiple directly related specialties preferred; plus, five (5) years of directly related systems experience; or, any combination of training and/or experience that provides the required knowledge and abilities. Previous financial system experience at a governmental agency is preferred.
o Budget analyst senior i: responsible for providing budgetary oversight and financial consulting services to county client departments. Minimum qualifications would be bachelor's degree in accounting, finance, or business administration, economics or a closely related field; and, six (6) years of experience in budgetary, accounting, or financial analysis; or, any equivalent combination of training and/or experience that provides the required knowledge and abilities.
o Fiscal systems analyst senior: responsible for designing, maintaining, and modifying various county-wide and finance department specific automated financial system programs, and plan, coordinate and manage these systems through all phases of preparation of the county's general ledger, annual financial report, budget, payroll and attendance tracking processes. Minimum qualifications would be a bachelor's degree in accounting; plus, five (5) years of professional accounting experience including extensive experience with automated financial systems; or, any combination of training and/or experience that provides the required knowledge and abilities.
o Technical systems specialist: responsible for providing payroll and/or financial systems support through design, development and maintenance of new and existing computer applications. Coordinates and provides technical guidance to the accounting technical, accounting specialist and project specialist staff in providing financial, payroll, accounting and/or other fiscal services to the county and junior taxing districts. Minimum qualifications would be a bachelor's degree in business administration, public administration, computer science or other directly related field; and four (4) years of experience in a financial and specialized accounting field; or, any combination of training and/or experience that provides the required knowledge and abilities.
o Payroll technician ii: responsible for performing technical and specialized financial, accounting and/or fiscal support services in payroll/personnel and employee data processes. This level is primarily involved in the disbursement and remitting of payroll, employee benefits, and payroll taxes and may also provide basic accounting services. Minimum qualifications would be an associate's degree in accounting, business administration or related field; and, two (2) years technical experience in payroll or personnel; or, any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities.
o Accounting specialist: to perform technical and specialized financial, accounting and/or fiscal support services including payroll processing, accounts payable (AP), accounts receivable (AR), cash collections, personnel and other employee related processing, and creation of reports as requested. The employee within this classification may be assigned to a specialized function (i.e. Payroll, AR, AP, etc.) Or expected to perform a variety of accounting functions. Minimum qualifications would be associate's degree in accounting, business administration or related field; and, two (2) years technical experience in an accounting function with at least one year in payroll processing; or, any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities.
o Accounting analyst senior: responsible for performing senior-level accounting work by assisting the assistant controller and controller in leading special accounting and internal control projects, and preparing complex, accurate, financial statements that comply with financial accounting standards board (FASB) and governmental accounting standards board (GASB) standards. The position requires advanced knowledge of accounting principles and consistent independent judgment. Minimum qualifications would be a bachelor’s degree in accounting, business, finance or other field directly related to professional accounting work; and four (4) years of professional accounting experience
