The Vendor is required to provide substitute staffing and management services for include:
• Provide a dedicated employee to work on-site in the school district, providing direct support to the district, schools, and guest staff on a daily basis.
• Require that the vendor provide evidence of a successful partnership with a k-12 public school district in the state.
• Develop and implement a continuous recruitment strategy to maintain an adequate pool of qualified substitute teachers, paraprofessionals, and support staff
• Screen, interview, and recommend candidates in alignment with district standards
• Ensure all substitutes meet state licensure and district qualification requirements
• Manage onboarding processes, including background checks, fingerprinting, and required documentation
• Provide initial and ongoing training aligned with district expectations, including classroom management, safety protocols, and working with diverse student populations
• Utilize an absence management system to coordinate substitute assignments
• Fill daily, long-term, and hard-to-fill vacancies with high fill rates
• Provide real-time support to schools for unfilled absences
• Serve as the employer of record (if applicable), including payroll, benefits, and HR compliance
• Address employee performance concerns, coaching, and disciplinary actions in collaboration with district leadership
• Maintain accurate records of substitute performance and assignment history
• Monitor substitute effectiveness and provide performance data to the district
• Establish and track key performance indicators (KPIs), including fill rates, retention, and satisfaction
• Implement continuous improvement processes based on district feedback
• Provide dedicated support to school sites and district administration
• Ensure timely communication regarding staffing shortages, concerns, or escalations
• Collaborate with district leadership to align services with strategic priorities
• Ensure compliance with all federal, state, and local laws, including employment regulations and education requirements
• Maintain confidentiality and data security in accordance with FERPA and district policies.
