The Vendor is required to provide staffing level and overtime utilization study will evaluate current staffing levels, deployment practices, and patterns of overtime usage to support operational effectiveness, fiscal responsibility, and appropriate resource allocation within both departments.
1. Overtime utilization analysis:
• Five-year historical review of overtime usage trends
• Categorization of overtime drivers, including vacancies, leave usage, backfill, training, special assignments, and other operational factors
• Cost trend analysis and sustainability assessment
• Identification of operational and organizational impacts associated with overtime reliance
2. Staffing level analysis:
• Evaluation of authorized staffing levels compared to actual staffing levels
• Assessment of vacancy rates, recruitment challenges, and hiring timelines
• Analysis of leave patterns and their operational impacts
• Review of minimum staffing requirements and compliance obligations
• Identification of staffing gaps affecting operational efficiency and service delivery
3. Deployment staffing validation:
• Assessment of whether the current deployment model is appropriately staffed
• Confirmation or recommendations regarding current staffing levels within suppression and patrol operations
• Identification of staffing thresholds required to support the existing deployment model without excessive reliance on overtime
• Development of validated methodologies for future departmental growth and staffing expansion
• Identification of staffing impacts associated with adding operational units, shifts, companies, or service demands while maintaining sustainable overtime utilization
4. Workforce productivity and capacity metrics:
• Estimated annual productive work hours generated by one employee
• Net available hours per employee after accounting for leave, training, and non-productive time
• Total number of personnel required to fully staff:
o One suppression company on a 24/7 basis (fire department)
o Patrol shifts and operational assignments (police department)
• Relief factor calculations and validation
• Staffing impact models for incremental service growth
• Overtime trigger thresholds and sustainability benchmarks.
