The Vendor is required to provide a service-oriented public pension system providing retirement, healthcare, and related benefit programs for Texas public education employees, retirees, and their beneficiaries (“Participants”).
- Provide mission is to improve plan Participants’ retirement security by prudently investing and managing trust assets and delivering benefits that positively impact Participants’ lives.
- Provide to supplement its existing full-time employee (FTE) workforce by engaging qualified contractors for both short-term and long-term assignments to support various business units across the agency.

- Pension Services: provides customer service in assisting members, retirees and beneficiaries with pension benefit questions and processing.
- Benefit Services is responsible for determining eligibility for benefits - service retirement, disability retirement, in-service death benefits, retiree death benefits, special service purchases, and refunds of member accounts.
- Administrative Services: is responsible for delivering essential operational support, which encompasses managing Facility Services, Document Services, Safety and Security, and Property Administration.
- Finance Services supports the mission of agency through customer-focused and fiscally responsible financial management that includes a variety of accounting support services.
- Investment Management Division (IMD): is responsible for managing and overseeing agency investment activities across public and private markets, including portfolio management, risk management, investment operations, and compliance.
- Legal administrative services: provides administrative and operational support to the Legal and Compliance Division.
- Executive Administrative Services: provides administrative operational support to the Executive Division.
- Internal Audit: provides independent assurance, consulting, and advisory services to evaluate the effectiveness of risk management, internal controls, governance, and compliance across agency operations.
- Organizational Excellence: supports agency-wide workforce effectiveness and compliance by managing employee onboarding and records-related processes, training coordination, and contractor administration.
