The Vendor is required to provide advanced digital forensic analysis and investigative services in support of criminal investigations, including cybercrime and technology-facilitated offenses.
- Services may include support for criminal investigations involving cybercrime, technology-facilitated offenses, digital evidence analysis, interagency investigative support, and related forensic services.
- To reduce operational risk and avoid a single point of failure, contractors may submit staffing models that include multiple personnel, including tiered roles such as Digital Forensic Analyst (high-level work) and Digital Forensic Technician (lower-level technical tasks).
- Digital Forensic Examinations
• Conduct forensic acquisition, preservation, examination, and analysis of digital evidence from:
o Computers and servers
o Mobile devices (iOS, Android, etc.)
o Removable media (USB drives, memory cards, etc.)
o Networked systems and cloud-based environments
o Perform advanced data recovery, decryption, password recovery, and artifact analysis
o Validate forensic findings using industry-standard methodologies and multiple toolsets
o Ensure all processes comply with accepted forensic standards and maintain chain of custody
- Investigative Support
• Support investigations involving cybercrime, internet-based offenses, child exploitation investigations, including CSAM cases as required, technology- facilitated criminal activity, and other criminal investigations in which digital devices, electronic communications, or other forms of technology may contain potential evidentiary value. Services may include support for investigations involving computers, mobile devices, cloud-based accounts, vehicles, and other digital media relevant to criminal or administrative matters.
• Review and assess forensic examination requests and determine appropriate methodologies Assist in identifying investigative leads through forensic analysis
• Participate in search warrant execution and on-site evidence collection when required
- Technical Analysis & Research
• Conduct validation and vulnerability testing of forensic tools, hardware, and software
• Evaluate and recommend forensic tools, methodologies, and technologies
• Research emerging trends in digital forensics, cybercrime, and data recovery
• Develop or enhance forensic examination procedures and best practices Item
- Reporting and Documentation
• Prepare clear, accurate, and defensible forensic reports suitable for investigative and legal use
• Document methodologies, findings, and conclusions in accordance with evidentiary standards Maintain detailed records of examinations, processes, and outcomes
- Testimony and Legal Support
• Provide expert witness testimony in criminal proceedings, including pre-trial and trial phases
• Assist prosecutors and investigators in case preparation
• Prepare exhibits, affidavits, and technical documentation for court.
