The Vendor is required to provide an employee benefits consultant and brokerage (Contractor) who can provide a full range of services related to the implementation, maintenance, analysis, improvement and communication of employee benefits and insurance programs.
- Shall offer creative, innovative approaches to the rising costs of health care and employee benefits, while understanding the importance of maintaining employee morale and fiscal responsibility.
- Shall be a qualified, benefits/broker and consultant, who has experience with diversely staffed municipalities, and who has demonstrated commitment to exceptional customer service.
- Provide education, training and advice regarding benefit-related legislation and/or best practices for ongoing effective and efficient benefits plan administration for approximately 600+/- full time benefit-eligible employees.
- Must have advanced knowledge of the laws and practices relative to employee benefits consulting within a government setting.
- Major medical, prescription drug, dental, vision, wellness, employee assistance program, flexible spending account, life and accidental death and dismemberment, COBRA administration, and voluntary products,
- An annual cost comparative analysis of the plan designs, administrative expenses, network discounts and network access for existing and proposed alternative coverage (during annual marketing),
- Recommend Plan changes based on Plan analysis to improve the functions of the Plan and for cost containment purposes,
- Advise or make recommendations for, and assist in implementation of any federal/state health care reform or any other pertinent upcoming legislation,
- Perform contract and Plan document reviews on a regular basis for purposes of determining conformity to agree upon plan provisions and costs.
- Provide representation by your Project Manager or designated staff at the agency annual open enrollment fairs to increase participant attendance and facilitate improved health benefit awareness,
- Follow-up with the insurance carriers/providers for timely issuance of policies and endorsements/contracts, and
- Review policies, contracts and endorsements for accuracy and conformity to specifications in the related negotiated coverage.
- Review and analyze all benefit plan provider agreements, upon request, provide access to qualified legal counsel for the review of benefit Plan provisions or proposals to ensure compliance with all applicable federal and state laws, statues and regulations, as agreed by the agency,
- Provide guidance/assistance in identifying any potential tax implications of cafeteria plan changes that may require the review of a qualified tax attorney, and
- Assist in the development of communication strategies and documents for the purpose of informing employees of the available health plans, related benefit updates, and include the development of surveys and an analysis of the results.
