The vendor is required to provide temporary staffing on an as needed basis and provide persons and candidates with skills in specialty areas which shall include, but are not limited to, administrative and office, customer service and elections and voting operations.
- Technical specifications:
• The firm shall meet with the county before all scheduled elections in order to determine staffing needs, discuss potential issues, and determine communication strategies.
• The candidates placed on assignment shall be paid by the temporary staffing agency in accordance with the rates and titles stated below to ensure even pay across staffing agencies.
• The firm must incorporate these rates as part of the bidding process.
• Failure to do so may render the proposal non-responsive.
• Pay rates will be evaluated annually on July 1 of each year of the contract and a new quote for these additional salary ranges will be requested.
• Candidates may be required to drive election materials from voting locations to the elections headquarters.
• Mileage driven by candidates while on assignment will be reimbursed at the current mileage reimbursement rate.
• The agencies shall be responsible for providing employee benefits to the candidate in accordance with county policies and procedures and will be responsible for all payroll activities associated with the candidate.
• The county will not pay the firm any additional charges outside of the ones determined by this agreement.
• Department will provide completed timesheets to the contractor at the end of each week to aid in processing payroll.
• Timesheet to the firm for each candidate assigned to a specific work order at the end of each week so the candidate can be paid.
• Pre-screen candidates before sending them for consideration.
• The pre-screening process utilized by the firm shall include, but not limited to, personal interviews, skills testing, reference checks, motor vehicle reports, criminal background checks, i-9 verification and drug testing.
• Respond to after-hours requests during the 2-week period before an election.
• This includes onboarding, off boarding and staffing assignment changes on weekends and after hours.
• Bilingual candidates who are fluent in the following languages will be given preference: Chinese, Russian, Spanish, Japanese, Nepali, Thai and American Sign Language.
• Firm shall have the ability to place candidates during all primary, general, minor and special elections.
• The date ranges for the first election periods are as follows:
• November 3, 2026 general: September 1, 2026 through December 31, 2026
• March 7, 2028 presidential primary: January 1, 2028 through April 30, 2028
• November 7, 2028 presidential general: September 1, 2028 through December 31, 2028.
