The Vendor is required to provide staffing and space study that shall include but not be limited to, an internal workload assessment, external benchmarking analysis, staffing and operational gap analysis, and facilities and space needs assessment.
- Internal workload assessment
• Evaluate existing staffing structures and operational demands for all county departments to establish a clear understanding of current staffing capacity in relation to service demands.
• This review shall include, but not be limited to, an analysis of service delivery methods, workload distribution, functional responsibilities, and operational efficiencies, and current processes used to perform departmental functions.
• Conduct interviews or workshops with department leadership and key staff as necessary to validate operational workflows, workload demands, and service delivery challenges.
- External benchmarking analysis
• Findings from an external benchmarking analysis to identify gaps in staffing capacity and areas for potential adjustment.
• This shall include, not be limited to, comparing the county’s staffing levels, departmental organization, and service outputs with those of comparable jurisdictions, peer organizations, and recognized industry standards.
• This analysis shall identify variances between the county’s current staffing levels and those typically required to deliver comparable services and shall provide context for evaluating operational efficiency and service delivery expectations.
- Staffing gap analysis and recommendations
• Based on the findings of the internal workload assessment and external benchmarking analysis, the selected offeror shall identify staffing gaps, operational inefficiencies, and opportunities for improvement.
• Recommendations may include but not be limited to, staffing adjustments by department or service area, organizational realignment, process improvements, or other operational changes that support the county strategic plan.
• The analysis shall identify the advantages, limitations, and operational impacts of these alternatives.
• The study shall identify additional support resources or operational adjustments necessary to effectively support recommended staffing increases.
