ADA Compliant Paratransit and On-Demand Scheduling Software

The vendor is required to provide that ADA compliant paratransit and on-demand scheduling software
eligibility determination capabilities of the system.
-Driver application: The driver application must either be compatible with currently owned apple, or updated hosting devices must be included as a part of this proposal.
-Fare collection system integration: The process of acquiring a new fare collection system; it is desired that this software be able to integrate with a new to allow streamlined fare payment options for scheduled rides through mobile devices and on board the vehicle. please share how bidder’s system manages fare payments, and any examples of integration with fare collection systems at other agencies.
-Continual improvement: A means for continual improvement of system and system parameters, such as recurring bi-weekly or monthly touchpoint meetings with startran staff. - -

 provide reporting for on-time performance, ride cancellations ride no-shows, wait time, trip time, scheduling method used, missed trips, and denied trips.
-Customer service: The vendor shall provide user and technical support via a regular support line during published support hours, and after-hours support in the event of an emergency. if there is a cost associated with technical support, it must be included on the cost proposal form.
-Service level standards, including time frames and system availability after commissioning along with guaranteed call and email response times for startran staff and passengers.
-Onboarding and training: a draft training plan to ensure successful adoption of the new system. - The training plan should include both initial and ongoing training offerings for all system users as well as any self-serve training options available.
-Marketing plan: A draft marketing plan with the response to ensure successful adoption of the new system.
-The draft marketing plan should include materials targeted towards both current and potential riders.
-Software security and privacy requirements: System must integrate with azure and utilize single sign-on and multifactor authentication for startran employees.
-System must utilize role-based access control.
-Data security and retention: All data is the property of startran and shall be available to startran at all times.
-Contractor must return all data to startran upon request.
-Contractor must prevent and protect against hacks and data corruption, and startran shall be held harmless against data ransom demands.
-Anti-fraud measures and systems in place to protect customer data.
•Access to the system shall be secure and protected by password and multi-factor authentication.
•Data shall be securely backed up on a daily basis and stored in a secure facility located within the continental united states.
-site(s) must be protected by current virus protection, internet security and other security software against catastrophic failure and malicious attacks.
-Disaster recovery plan: The awarded contractor shall develop and implement a disaster recovery plan for continuing operations in the event of a disaster.
-Include a copy of the draft disaster recovery plan with the submittal.
-Continuity of services: During implementation of the new system, the existing program must remain functional until the new system has been implemented, tested and accepted.
-Documentation, installation, and testing:
•Prior to installation, the contractor shall submit “typical” installation drawings or shop drawing detailing the design that shall be used for on-board and fixed-end equipment installation work.
-Separate shop drawings shall be provided for each vehicle type/model, and for the fixed-end site work as applicable
-If measurements differ from vehicle to vehicle, these variations shall be noted.
-Project schedule and implementation plan: The notice to proceed, an implementation period shall commence, as defined by the contractor and agreed to by startran.
-An implementation plan should include the steps/phases needed to be completed to install any equipment on-board vehicles, set up the system, train, coordinate regular project meetings/conference calls, providing regular progress reports and documenting schedule updates, configuring system design, and managing full implementation, etc.

-Warranty and maintenance: The entire system, including any test equipment, tools, and required hardware/software shall be warranted for a minimum period of twelve (12) months for use in regular service from the time it is installed/accepted. the warranty shall cover, at a minimum, the repair or replacement of all provided equipment, tools, service and any related software or hardware updates necessary for continued operation of the system.
-The proposer shall include an explanation of the following:
•The type of warranty coverage provided for each component/service.
•The procedure for reporting and processing a warranty request, including all necessary paperwork and contact information.
•Provisions for spare parts, service, and labor including estimated lead-times to avoid potential service disruptions.
•Pricing must be included on the cost proposal for optional longer warranty periods.
-Availability targets
•Required uptime requirement of 99.9%
•System shall be available 24 hours per day, 7 days per week;
-Acceptance testing plan: Prior to implementation, the awarded contractor shall submit an acceptance testing plan that define testing and acceptance. the plan shall be submitted to startran for approval.
-The plan shall:
•Each testable specification requirement demonstrated, including the testing methodology;
•The role and responsibility of the contractor and startran during each test.
-Its sole discretion, shall grant system acceptance once it deems that all of the required work of the project is complete, and the following conditions have been met:
•Contractor, in sole determination, has substantially passed and has been given conditional approval of the operational test; and
•A punch list of items not yet in compliance has been delivered by the contractor and has been verified by startran and approved as being complete.
-The purpose of the operational test is to ensure that the system, as installed, works properly as a fully integrated system.
