The vendor is required to provide that professional learning management platform for the administration, organization and creation to facilitate learning and foster collaboration among all D2 staff.
- The system provides a user-friendly interface that can be supported by a variety of browsers and devices and allows for District personalization.
- The system provides supports and options to foster collaboration between Professional Learning Communities (PLCs), teachers, administrators and staff around best practices for teaching and learning.
- The system has course creation capabilities that support integration of multimedia, existing content and a variety of digital materials.
- The system has robust management capabilities that assist in the organization of professional learning including attendance tracking, participant communication, monitoring of completion and historical participation data.
- The system integrates with current D2 data and systems.
- The company provides timely and responsive support and training.
- Minimum Requirements and Supporting Information:
• System is browser-based and web-hosted. System must be securely accessible via any reasonably current standard web browser (Chrome, Firefox, Safari, and Edge). Also accessible via smart phone app.
• System is highly reliable and fault tolerant.
• System has independent certification of security; uses secure connections.
• System is scalable in such a manner to handle increased demand or spikes in usage should they occur.
- Collaboration
• Resource Sharing - Program has the capability to house resources created and curated by users.
• Resource Identification - Program has the capability to search and browse for resources and content.
• Discussion - Allows for comment and discussion around resources and content.
• Cohorts - Ability to create custom cohorts and flexible user groups.
- Content Organization and Creation
• Content Creation - Allows users to easily and efficiently create new course content.
Course Materials - Allows for the creation of course content using a variety of materials
• Choice - Course format allows for flexibility and additional choice-based content for single-strand and multi-strand professional learning events.
• Course Pathways - Allows for sequencing of courses into unit groups or pathways including prerequisites.
- Management and Monitoring
• Registration - Provides easy to use self-service online registration for all professional learning events that includes initial and ongoing communication tools. Supports automated registration tools for power users to pre-register large groups of staff by site, job code or other logic-based assignment.
• Course Format - Supports both course content hosted within system and in person professional learning events that may include additional choice-based options
• Course Assignment - Provides for a wide range of participant assignments
• Analytics - Provides both historical and course analytics that are accessible and flexible enough to be used to monitor implementation.
• Certification - Provides for customized micro-credentialing, badging capabilities or certificate of completion.
• Evaluation - Provides for course evaluation with content that is customizable.
- Reporting Capabilities
a. Data extracts/Custom reports:
i. Custom report writer/data extract utility should be available
ii. System should provide a means by which the District can create a custom extract without the need for the Proposer to create it
iii. Extracts can be in different formats including but not limited to: fixed-length text, delimited text, HTML, CSV, or XML
iv. Exports to Excel for analysis
v. Allows for end user to pull Professional Learning (PL) transcripts for salary movement.
vi. Allows for identification of PL used for salary movement
• controlled by security within the system with varying levels of access granted to administrators, professional development technician, training coaches, principals and/or central office staff. This access should be configurable by the District.
• D2 to have full access to extract user-generated, system and usage data.
• Reports be generated at any time without interruption of other operations and system functions.
• an ability to schedule reports to run at predetermined times and on predetermined schedules.
- Data Capabilities
• Data will be imported from our Human Resource Information System (HRIS) including but not limited to demographic data, site, position data for one or more positions, assignment status, pay cycles, etc.
• System must record both historical users and courses
• System must provide a detailed audit trail.
• Retain and maintain multi-year historical data.
- System Reliability/Integrity/Security Features
• System must have adequate backup procedures to safeguard against system malfunction such as:
i. Use of virtualization technologies to provide failover in the event of a hardware malfunction
ii. Multiple operational sites to mirror primary site with failover in the event the primary site is non-functional
iii. Backup power that can support the system continuously for a minimum of seven consecutive days
iv. Redundant network and telephone access
• System administrators shall have the ability to create and maintain a custom security profile to govern access to various components of the system.]
• Secure access via the Internet using the most current SSL, Active Directory authentication and single sign-on.
• The system shall be available 24/7, 365 days per year.
• If a hosted SaaS solution, Proposer must demonstrate ability to conform to all security, privacy and regulatory requirements governing K-12 data.
• Provide a means by which to post general purpose notifications or announcements.
• Provider will host dedicated, separate production and test environments for D2 under this agreement; D2 a testing database that is refreshed nightly from production data, where new releases can be previewed and modifications tested prior to application to production.
• The system shall be designed to anticipate and provide for increases in data storage needs, increasing size and scope of data sets on-line, and increasing number of users.
- Customer Support/Training/Updates
• For SaaS solutions, systems updates (hardware and software) are the responsibility of the firm and must be scheduled and deployed in a manner consistent with best practices.
• System updates, patches, enhancements and bug fixes are to be scheduled, tested, validated and communicated in a timely and transparent manner consistent with industry standard best practices.
• Training and/or training resources are to be provided for each group involved with the system
• Training materials such as 24/7 access to online training resources—video vignettes, pre- recorded webinars, documentation, FAQs, etc. are expected.
• Emergency support for system down, report malfunctions etc., is required.
• Telephone support
• Online training
• Annually, at a minimum, on-site meetings to plan for upcoming features, etc.
• Live tech support in addition to telephone and email support.
- Project Implementation Plan and Post Go-Live Support
• Project plan must be presented
• Implementation planning must be conducted with District staff and/or consulting team.
