The Vendor is required to provide to foster and further develop, evolve, and sustain state schools and districts’ human capital management systems in an effort to strategically address educator shortages.
- Human capital resource center (HCRC):
• Website Maintenance: A plan to monitor website artifacts to ensure content is up-to date, and links are active.
• Content: Develop annually at least two new human capital content topics to be posted on the HCRC.
- Data Collection: Prospective offeror’s shall provide details on how they intend to collect data and participant feedback, share with department , and utilize to drive improvements on the following at a minimum:
• HCRC site metrics (how many people have visited and accessed the resources)
• Participant feedback on the human capital trainings, network, professional learning cohorts, and online learning.
- Summative report: Submitted to the department liaison annually, this report must include an analysis of each item listed in the scope of work from the year; this report shall highlight progress as well as identify challenges and areas of focus for the upcoming year.
- Teacher demand data pilot: The offeror shall include in their submission a plan to assist department in piloting the recommendations received from the state teacher demand data workgroup; the offeror shall work in consultation with department staff to guide a pilot group through the collection of vacancy data and feedback on the process; the plan shall include the following at a minimum:
• Select and engage a representative sample of schools and districts for a pilot group.
• Develop and facilitate at least two sessions to pilot the collection of vacancy data.
• Compile a report on the pilot session(s) detailing the results and any recommendations for needed changes.
- This plan shall include communication and marketing, including their approach to promoting the HCRC, available resources, and professional learning opportunities.
- Provided a plan for the development and facilitation of human capital trainings which includes their approach to developing a series for ESC participants, and networking meetings to support participants’ learning from the human capital trainings.
- Provided a plan on the development and facilitation of human capital professional learning cohorts, including the recruitment of participants, cohort activities, and timeline of events.
