The vendor is required to provide transportation systems management and operations (TSMO) plan for the city metropolitan area that creates a road map for implementation of an integrated system of TSMO, including intelligent transportation systems (ITS), and other technologies and strategies to enhance the efficiency, safety, and sustainability.
- Project management plan (PMP):
• Based on consultations with organization and the staff advisory committee, the consultant shall prepare a detailed project management plan for the project
• The PMP should also include a stakeholder involvement and public outreach plan
• The plan should show how the stakeholder involvement and outreach relate to the various project work tasks and be integrated into the project timeline.
- TSMO guide
• Benefits of TSMO: describing the benefits of TSMO solutions including roadway safety, climate change, and mobility
• Best practices: detailing general TSMO AND ITS best practices, with a particular focus on the areas of equity and environmental justice and data governance (data sharing, open data standards, vehicle-to everything (v2x) standards and opportunities, cyber security, etc.).
• ITS and TSMO deployment guide: identifying appropriate TSMO solutions for different situations.
• Funding sources: providing a review of potential funding sources, including the types of projects that can be funded, the process and likelihood of securing funding, eligibility requirements, and other relevant information
- Preparation of TSMO vision, goals, objectives, and performance measures
• The consultant shall work with the staff advisory committee to develop a TSMO strategic plan vision, goals and objectives, and performance measures, including targets, that build on the measures in the organization regional transportation plan and congestion management process.
- TSMO and ITS infrastructure inventory analysis
• The consultant shall conduct an existing conditions and inventory analysis describing and mapping existing city of, metro transit, county, and other agency TSMO and ITS infrastructure as well as any currently planned TSMO and ITS elements by these agencies.
- Needs assessment
• The consultant shall conduct a needs assessment based on the TSMO vision and goals and inventory analysis to identify potential uses for ITS and TSMO technology by the various TSMO stakeholder agencies.
• Needs should be categorized by functional area.
• These should include but not be limited to traffic operations and management, incident management, public transit management (operations, electronic payment, etc.), traveler information, parking management (city facilities), emergency management, maintenance and construction, roadway winter maintenance, infrastructure for bicyclists and pedestrians, safety, communications, and data management.
- Regional TSMO and ITS deployment plan
• The consultant shall develop a TSMO and ITS deployment plan, which establishes planned TSMO and ITS project and program and strategy deployment for the different agencies in the region in near (5 year), midterm (5-10 years), and long-term (10-20+ years) periods.
• The prioritized projects and programs should be based on evaluation criteria developed based on the ITS goals, objectives, and performance measures.
• For each of the projects and programs included in the deployment plan, the plan should include a project and program description, capital and O&M cost, primary implementing agency, expected benefits, and other comments or considerations for the project/program.
• Maps should be developed showing the location of proposed TSMO and ITS infrastructure, including cameras, message signs, signals, weather stations, fiber, real-time transit arrival signs, potential transit signal priority corridors, traffic detection devices (auto, bicycle, pedestrian), and connected vehicle and other smart city devices
• The plan should include all of the considerations necessary for fostering TSMO and ITS implementation and supporting the regional TSMO and ITS scheme
• This includes outreach, financial considerations (including funding sources and procurement methods), staffing, integrating TSMO and ITS into the regional transportation planning process, and the general approach to TSMO and ITS project and program planning and implementation
