The vendor is required to provide a traffic signal management system to upgrade the city existing traffic signals communication system.
- Provide to replace it’s outdated and obsolete traffic signals central management software (CMS) with a newer and more advanced CMS that meets the current and future needs of the city.
- The different components that make up a typical traffic signal could include:
• Traffic signal controller that utilizes either ab3418 or NTCIP 120 communication protocol
• Communication to the traffic signal cabinet via fiber optic cable or wireless radios
• Vehicle detection system
• Pedestrian detection system
• Closed circuit television (CCTV) cameras to monitor traffic flow
• Vehicle message signs (VMS)
• Transit signal priority (tsp) and emergency vehicle preemption equipment.
- The demonstration will focus on key areas, including system integration with multiple traffic signal related components; troubleshooting and alerting capabilities to monitor traffic signal related equipment health; ability to pull signal phase and timing information from traffic signal controllers; and adherence to data protection and cybersecurity regulations.

- Traffic signal controller functions:
• Run reports for active transit signal priority granted by controller
• Run diagnostic to pull controller logs using d4 logger via selecting a button on the management software that loads d4 logger application and connect to the selected controllers ip address without the need for the user to look up network address information
• Archive controller logs to a user defined folder
• Activate remote timing plans
• Send new timing plan change by pushing a d4 program; dat file to the controller
• Revert to previous timing plan change remotely
• Send remote preemption calls to serve emergency vehicles
• Add intersections as they become network capable
• See real time intersection operation on map interface of the intersection - Malfunction management unit/conflict monitors
• Ability to run full log diagnostic using Edi’s ECcom via selecting a button on the management software that loads ECcom application and connect to the selected MMU/conflict monitor’s IP address without the need for the user to look up network address information
• Ability to archive logs on a user defined folder
• Ability for users to add intersections as they become network capable
• Alert if communication to CMU fails
- Radio network: PROXIM/SIKLU network radios
• Ability to monitor the health of the wireless network; notify with an alert if the network bandwidth drops below a certain user defined threshold
• Ability to provide an alert when connection to the radio drops
• Provide a map for status on the radio connection
• Ability to load the radio application and connect to the intersection for configuration and diagnostic.
- VMS: variable message signs
• Ability to connect to the VMS using the manufacture’s application and connecting to the device using its network address
• Provide alert when the connection to the device drops.
- Ability to run GTT Opticom™ central management and Opticom On-site™ software and connecting to the selected intersection with the correct IP address for configuration and logs.
